Description
The Department of Energy is seeking a contractor to provide management and administrative support services to the Office of Budget and Financial Management in the Office of Fossil Energy. Support is required in the following areas: Program, and Budget Planning and Formulation Support; Program and Budget Execution Support; FE Outreach and Human Resources Program Initiatives; and General Administrative Support. Tasks awarded under this contract will concern the following: studies; analyses; reporting; preparation and integration of processes and procedures related to the statement of work and work areas described; preparation of recommendations for new or enhanced procedures for more effective management and increased stakeholder and customer satisfaction; providing procedural and information technology systems support; research efforts to assure optimum coordination of financial management responsibilities in the Office of Budget and Financial Management; and application of new Departmental financial and information management data bases and policies adopted for use in Fossil Energy. This procurement will be made as a 100% Small Business Set Aside and is solicited under the North American Industrial Classification System (NAICS) Code of 541611, which has a small business size standard of $5 million. The period of performance of any contract award resulting from this requirement is anticipated to provide for a base performance term of twenty-four months (24) with three (3) twelve-month options. The contractor may be required to provide up to 36,950 direct productive labor hours per year of the contract. Award of one performance based, cost-plus-award-fee, (CPAF) level-of-effort contract is contemplated. However, the Government reserves the right to award any type and number of contracts deemed appropriate.
