Description
The Department of Veterans Affairs (VA), through a Request for Proposals (RFP), is soliciting offers to obtain a developer for the outlease of 4-6 acreas of undeveloped VA-owned property for the purpose of developing, financing, constructing and operating a newly constructed Assisted Living Center for VA and non-VA Alzheimer's patients on the VA Medical Center Campus, Bedford, MA. The VA may consider a facility designed for Alzheimer's and non-Alzheimer's patients contingent on the current local market demand. The facility is located in a su burb 14 miles NW of Boston, MA on a 189 acre site which is adjacent to three of the major highways (Routes 93, 95 and 495) in Massachusetts. VA may consider the development of additional mixed uses on the site provided they are compatible with, and will not adversely affect the VA mission. The Department's goal is to obtain a quality, on site, Alzheimer's Assisted Living Center in which veteran and non-veteran patients could be placed as well as to consider other development opportunities that may provide additional revenue generating opportunities. VA's goal in this transaction s to obtain "fair consideration" from the lease of the Enhanced-Use parcel through the provision of reduced rates to Veterans; allocation of a certain agreed-upon percentage of beds designated for veterans and to enter into shared-service agreements, as well as other revenue generating opportunities. These shared-service agreements may include the provision of certain agreed-upon utilities (to include at a minimum, water and sewer); other goods and services (such as sources of power) and other financial benefits as part of the consideration for the Enhanced-Use lease. Under VA's Enhanced-Use Leasing Authority (38 U.S.C. Sec 8161 et seq.), VA will provide a long-term lease of property (up to 75 years). In return the developer/operator will be required to finance, design, construct and operate the facility with all site improvements, structures and utilities necessary to support, in accordance with the Massachusetts State licensure (MA Code), and applicable Federal, State and Local building codes and regulations.
