Description
17. Description (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Request For Quotation, #F32604-01-T0117. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-22. (iv) Notice: This solicitation is a 100% set-aside for small business concerns. The North American Industry Classification is 421830_ INTERNATIONAL AUTOMATED SYSTEMS or Equal 10 K Pallet Jack (Electric, 463L), Battery (for 10K Pallet Jack),and Battery Charger. The size standard is 100. (v) Items to be Procured: Line Item 0001: Require two (2) International Automated Systems, Inc or Equal electric pallet jacks to handle Air Force 463L cargo pallets. The pallets are 108-inches wide by 88-inches deep by 2 12-inches high and have a capacity of 10,000 pounds. The pallet jacks will only be used on smooth concrete warehouse floors. The pallet jack shall be a walk behind type and controlled by personnel using a single control arm to steer and operate all features of the pallet jack. Riding surfaces on the pallet jack for personnel shall not be provided. Characteristics: Must have minimum capacity of 10,000lbs. Forks shall be 96-inches long by 8-inches wide, maximum collapsed height: 3 1/4-inches, minimum elevated lift height: 8-inches, minimum clearance between floor and lowest part of the fork: 1/4-inch, spacing: fork spacing shall be 54 to 58 inches measured outside to outside, maneuvering: the pallet jack shall allow removal or insertion of 463L pallets within a 12-foot storage position intersecting with a 12-foot wide aisle, control: an electronic, solid state, silicon controller rectifier (SCR), or equal, shall be used to govern speed, the speed control system shall provide stepless speed control in both forward and rearward directions, safety features: horn, automatic reversing (An automatic reversing button shall be located at the end of the control arm. Upon impact, the button shall cause the pallet jack to reverse direction.), key switch (A switch with removable key shall be provided.), deadman brake (A deadman brake shall be applied to automatically and or restrict the movement of the pallet jack when the handle is in the vertical position.), standards and codes ( The pallet jacks shall be fabricated and operate in conjunction with all applicable standards and codes pertaining to design pallet jacks.), indicators: battery discharge (A meter shall be provided to indicate the state of battery discharge.), hour meter (An hour meter shall be provided to register the amount of vehicle operation time. All controls to completely operate the pallet jack shall be located at the end of the control arm used by personnel to steer the pallet jacks. All wheels shall be polyurethane wheels. All metal surfaces shall be either painted or galvanized. One complete set of the manufacturers standard Operations and Maintenance manuals applicable to the pallet jack shall be provided. The pallet jacks shall be packaged to allow for easy and safe unloading from the delivery truck and to prevent damage to the pallet jack during shipment. Line Item 0002: Require two (2) International Automated Systems, Inc or Equal electric pallet jack batteries. Batteries must meet the following criteria: must have a minimum rating of 540 amp-hours at 24 volts, the compartment shall be configured to restrict any horizontal movement of the battery and the compartment does not need to have rollers. The batteries shall have a minimum charge of 50% of the total capacity to allow for pallet jack positioning with the battery charger and basic operational training. Line Item 0003: Require one (1) International Automated Systems, Inc or Equal battery charger. The battery charger shall be capable of operating on 120/208 volt, 3 phase electrical input, 60 hertz. The charger shall be hardwired to the electrical source by Government electricians. (ix) Evaluation will be based on price and price related factors.
