Description
The Crane Division, Naval Surface Warfare Center (NSWCC) is seeking prospective sources to provide Non-Lethal Rubber Ball Grenade Systems. The United States Marine Corps, hereinafter referred to as "the Government", intends to procure, under full and open competition, Non-Lethal Rubber Ball Grenade Systems. The contract will be an Indefinite Delivery/Indefinite Quantity contract (ID/IQ) covering a five year period and will be 100% set-aside for Small Business companies. The system consists of a Rubber Ball Grenade, a 12 Gauge Launch Cartridge, a Launch Cup, a Practice Grenade Body and a Practice Grenade Fuze. It is estimated that the following quantities will be procured each year: Rubber Ball Grenades- 30,000, 12 Gauge Launch Cartridges- 20,000, Practice Grenade Bodies- 30,000, Practice Grenade Fuzes- 90,000. A minimum of 500 Launch Cups will be purchased over the five (5) year contract period. The Non-Lethal Rubber Ball Grenade System specification will be available within ninety (90) days of the date of issuance of this synopsis. Questions and comments concerning the specification are to be submitted electronically, within thirty (30) days of the date of publication of the specification. In the solicitation, the Government intends to request samples of the components of the Non-Lethal Rubber Ball Grenade System from each potential offeror. These samples will be provided at no cost to the Government. Samples along with contractors' priced proposals will be delivered to the Government within sixty (60) days of the release of the Non-Lethal Rubber Ball Grenade System solicitation. The Government will conduct preliminary screening tests of each company's submitted sample system components to determine which company's systems merit further evaluation. The Government will then procure enough samples from each surviving company's system components to conduct a full qualification test program, as described in the specification. The Government will then select the Non-Lethal Rubber Ball Grenade System contractor based on the best value determined from qualification test results, price and the company's past performance history. Each company must be capable of providing all five (5) components of the system. In response to this "sources sought" synopsis, interested sources are encouraged to provide a web site address. If available, sources will provide literature addressing their product, a description of their firm, information about their experience in providing similar systems or products and information addressing the standard commercial business practices for these types of items. Each response should include technical and contractual points of contact, the size of the business and whether it is a dealer or manufacturer of the item. This request in no way implies either implicitly or explicitly that the Government will compensate respondents in any way for information. The Government's intent is to issue a competitive solicitation, resulting in the award of an ID/IQ contract. All information becomes Government property and will not be returned.
