Description
Description. The United States Marine Corps (USMC) Marine Corps Systems Command (MCSC) is interested in obtaining information Hand-Held Programmer-Monitors (HHPM) for use with Marine Corps Tactical Remote Sensor Systems (TRSS). Using hand and air-emplaced sensors, TRSS supports the field commander's intelligence collection effort by providing continuous, wide area surveillance of the battlefield. Functional elements of TRSS include sensor systems, retransmission systems, and monitoring systems. Evolutionary system upgrades ensure that fielded systems provide a state-of-the-art TRSS capability for the Marine Corps. Interface Requirements. The HHPM must be able to receive, display, and transmit messages from TRSS sensor and retransmission systems. The HHPM must provide the following additional capabilities: a. Global Satellite Position (GPS) Receiver. An integrated GPS receiver will let the HHPM record the location of hand-emplaced sensors upon reception of a "power-on" message. Additionally, when preloaded with the location and ID of a TRSS transmitter, the GPS receiver must allow the HHPM to indicate the distance and azimuth from the HHPM to the TRSS transmitter. b. Encryption. The HHPM must provide the option of encryption to prevent access to the data portion of TRSS messages and provide authentication protection for intended receivers. c. Display. The display used by the HHPM must be sunlight readable, include backlighting provisions for night operation, and have a minimum display size of 10 characters high by 20 characters wide. Data must be displayed as concise, abbreviated, textual messages. Additionally, the HHPM must display 160 x 120 and 320 x 240 pixel images when provided an RS-170 input. d. Terminal Emulation. The HHPM must provide an RS-232, ANSI terminal emulation mode that is capable of supporting programming requirements of devices that are deployed in remote areas (i.e. sensors, retransmission devices). e. Display Software Segment. How the HHPM interprets data messages and subsequently displays them must be easy to modify by the government's Post Development Support Activity. This is an essential requirement that will enable the HHPM to remain viable as TRSS data messages evolve when new devices are acquired. f. Operator Controls. The HHM should provide a "telephone-like" keypad which allows the operator to make menu selections, control display modes, program TRSS devices, and construct TRSS command messages or free-form textual messages of 200 characters or less. The keypad should provide maximum use of "one touch" keys for most commonly used functions. g. Programmer Functions. The HHPM will require a serial interface to configure and test TRSS sensors and retransmission devices that are deployed in remote areas. The HHPM must be capable of configuring current devices as well as devices which the Marines Corps may acquire in the near future. These may include the Advanced Air-Delivered Sensor (AADS) and Unattended Ground Micro-Sensors (UGMS). Responses. A strong, demonstrated background in micro-miniature radio communications technology is foreseen as critical in meeting the objective of this program. The Government desires a COTS/NDI solution, if possible. Industry firms capable of accomplishing the required services, in whole, or by teamed effort, are invited to submit an affirmative response to this notice. Partial solutions should not be submitted. Firms should include literature, brochures, specification sheets, prior experience in this type of effort, and capability summaries directly addressing their ability to meet the aforementioned needs. Responses shall be limited to 20 pages for the technical information. Potential sources are requested to send a letter of interest, previous business experience with similar efforts, business size and a corporate point of contact to the Marine Corps Systems Command by 04 June 2001.
