Description
This is a combined synopsis/sealed bid solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 14, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. This is solicited as a Request for Quotations (RFQ), No. RFQ R6-01-020. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-21. This is a full and open procurement under SIC 3826, Laboratory Analytical Instruments (NAICS 334516) with a small business size of $5.0 million in annual receipts. This solicitation contains one (1) item. DESCRIPTION OF ITEM: ITEM 1, EIGHT (8) PORTABLE INTEGRATING NEPHELOMETERS. SPECIFICATIONS: Nephelometer must be a lightweight, lower power instrument designed for portable operation as well as general environmental monitoring. It must measure the light scattering extinction coefficient (ssp) using the geometry of a standard integrating nephelometer. Light source must be a variable rate flashlamp with a wavelength defining optical filter (530 nm). The optical and electrical background noise must be sufficiently low to allow measurement of ssp (for particles) from less than 10 percent of air rayleigh (ssp<.001 km-1) to greater than ssp=1 km-1. The electronics of the nephelometer must be computer based, providing flexible menu driven programming of the instrument operation using panel display/switches or a serial port. Nephelometer must have capability to internally store data averages in battery RAM and be able to retrieve the data averages at anytime using a personal computer. In addition, the nephelometer must have the following features: (1) Operation is simple and flexible a menu driven panel display allows user setup; zero and span; selection of one of three default operating setups and examination of internal operating parameters for trouble shooting; each setup can be customized through the serial port for more complex or specialized applications. (2) Power consumption is low; nephelometer operates on 2.5-3 watts at 12 VDC (230 ma) input voltage; a 12 volt DC wall converter or batteries can be used to provide power. (3) Span is stabilized automatically with an internal chopper. (4) The electronics are computer based to allow flexibility in averaging times, time constants, flash rate, background and dark current correction, output ranges, etc. (5) RS-232 serial port that provides real time information on instrument internal operation as well as scattering coefficient; internal clock and instrument operational parameters are set through the port and stored in battery maintained static RAM; serial port can be connected directly to a terminal or to a modem for remote communication over a telephone line. (6) Internal data logger that has a built in real time clock and battery supported RAM which will store scattering coefficient averages and operating parameters; data storage capacity is up to 21 days of 5 minute averages before down loading is necessary; averaging periods from a few seconds to 1 hour are user selected; any computer with a serial port and terminal software can be used to down load stored data as ASCII characters. (7) Nephelometer must be lightweight, have a small scattering volume with a rapid exchange rate using a small fan and allows for measurements with no heating of the aerosol samples. (8) Nephelometer is equipped with pressure and temperature compensation, Rh sensor, and Rh triggered inlet heater. Standard warranty of 12 months is required on all parts and labor. Date of delivery is July 1, 2001; place of delivery and acceptance is Pacific NW Regional Office, 333 SW 1st Avenue, Portland, OR 97204; FOB: Destination. Solicitation provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Sept 1999) is hereby incorporated by reference. The government will evaluate bids in response to the solicitation without discussion and will award contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the government considering only price. Offerors are reminded to include a complete copy of the provision at FAR 52.212-3, Offeror Representation and Certification-Commercial Items (Feb 2000), with its offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items (Mar 1999) is hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Feb 2000), is hereby incorporated by reference.
