- This procurement is being conducted under the Simplified Acquisition Procedures (SAP). AIRBORNE CLOUD PHYSIC INSTRUMENT WITH 150 MICRON RESOLUTION: (Quantity required one (1) each) Salient Characteristics: OAP 2D-GB2 Specifications * 1505m Imaging Size Range *1505m to 9.3mm Number of Array Elements * 64 Maximum Image Slice Rate * 5MHz Image Bit Rate * 512 MHz Size Resolution * 1505m Minimum Detectable Size * 1075m Maximum Detectable Size * 9.6mm Maximum Particle Velocity * 250 m/s Minimum Particle Velocity * 1m/s Maximum Aperture -- 26.1cm Environmental: * Temperature: -200C to +400C * Humidity:0 to 100% Non-Condensing * Altitude:0 to 60,000 ft (18,300 meters) Power* 115VAC 50-400Hz 120W Main Power * 28V 210W Heater Power Dimensions * Cylinder: 31" L X 7" Dia. Optical Extensions (2) * 10"L X 2" Dia, Flared at ~300 to 16.5" W across tips Weight * 45 lbs. (20.25 kg) Aircraft-mountable 2D grey scale precipitation particle measuring instrument, that will interface with Science Engineering Associates 2DG board to the M300 data acquisition system. The provisions and clauses in the RFQ are those in effect through FAC 97-21. The NAICS Code and the small business size standard for this procurement are 334519 and 500, respectively. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. NASA/GRC intends to purchase this particle count from Particle Metrics Inc. THIS IS A SOLE SOURCE. The Particle Metrics airborne cloud physics probes have become a standard in the flight test facility and the Icing Research Tunnel. Standardization allow all research aircraft and facilities to utilize the same equipment. Interface between hardware/software has been developed to support this equipment. Other equipment would not interface with existing data analysis and would necessitate further software development and reconfiguration. The statutory authority permitting other than full and open competition is 10 U.S.C 2304 (c) (1) "only one responsible source and no other supplies or services will satisfy agency requirement", and 40 U. S. C. (g), as amended," the agency needs can be satisfied only by one responsible source or through the use of a specific make and model specification." This notice is for information purposes only.
