- Description
- The U.S. Department of Energy's National Energy Technology Laboratory has a requirement for one(1) on-line, real time particle counting and sizing instrument based on particle volume measurement technique. It is to be used for bacteria counting and sizing in support of a biohydrogen generation project. This instrument consists of hardware and software components. Required Specifications are as follows: 1. Must provide particle size analysis in the range of 0.4 to1200 micrometer diameters in liquid based on volumetric measurement using the Coulter Principle. 2. Must have automated calibration. 3. Must provide continuous aperture monitoring and provide a project aperture image on the front panel of instrument. 4. Must provide a sample trap to minimize the risk of sample contamination of internal components. 5. Must have channel expansion too greater than 25,600 channels. 6. System software must be Windows Operating System compatible and provide standard data analysis and presentation options, including but not limited to particle volume frequency data, and cumulative size frequency data. 7. Dynamic range of the sensor must be at least 30:1 by diameter for all apertures. 8. Must have built-in coincidence correction and edit circuit for particle count. 9. Must be organic and hazardous chemical compatible. 10. Must be mercury free. 11. Must have volumetric, timed present total count, present count for a particular channel, as well as manual modes of analysis. 12. Must have variable resolution of 256, 128, 64 channels in a log and linear size scale. 13. Must have a sensor system to prevent waste container overflows. 14. Must provide on-site service by factory trained technicians and after market technical support. 15. Must be user friendly and operated from simple menu-driven screens. 16. Must provide PC interfacing. Quotations must include specification/design data and installation requirements. The vendor will provide instructions on the use of the equipment. This equipment must include a standard warranty on parts and labor. All price quotes must include shipping. This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal/bids are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ S0100334). The provisions and clauses incorporated are those in effect through Federal Acquisition Circular #97-4. This solicitation is under the Simplified Acquisition Procedures (SAP) and is unrestricted per FAR 19.507. This will be a Firm-Fixed price contract. All responsible sources who can provide and meet the above requirements may submit written quotations clearly marked with RFQ # S0100334 by mail or fax (304-285-4683) to Peter Schuster, P.O. Box 880, MS 107, Morgantown, WV 26507-0880. Evaluation/award will be based on the technically acceptable quotation that offers the best value to the government.
