Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number USSS010014 is issued as a Request for Proposals (RFP) through Federal Acquisition Circular 97-23. This action is a 100% small business set-aside. The NAICS code is 339113 and the small business size standard is 500. The U.S. Secret Service (USSS) has a requirement for chemical defense kits. The contract period of performance will be from date of award through September 30, 2001 for a base period, with two (2) twelve month option periods. The Government intends to award a firm, fixed price indefinite delivery -- indefinite quantity type contract. Base Year: Line Item 0001: Minimum quantity of one thousand (1,000) chemical defense kits; maximum quantity of one thousand five hundred (1,500) chemical defense kits. Each kit to include the following sub-items: Sub-Item 0001A: National Stock Number 8415-01-138-2503/2502 Black Butyl 7 mil. Rubber Gloves, long sleeve, with a rough grip; Sub-Item 0001B: Arm Band Identification Holders, 4 5/16" x 4 5/8" horizontal, clear vinyl (inside insert to be 2 34" x 3 7/8" max) with elastic/velcro navy blue band; Sub-Item 0001C: Tyvek-F Chemical Protective Coverall Suits, with permanently attached hood and booties, elastic ankles, wrists and hood. The Tyvek-F suits must be seamless, and must meet OSHA/ANSI standards; zipper must be taped, stitched and sealed with double layer, gray in color; Sub-Item 0001D: Hazmat 12" high Disposable Yellow Latex Response Boot Covers (pair) -- seamless, 0.7mm gauge yellow latex over-booties providing a non-skid sole with a rough, ribbed bottom finish, to be worn over Tyvek-F suits and shoes and/or boots; Sub-Item 0001E: U.S. DOD M295 Chemical Decontamination Mitt with Sorbent mixture; Sub-Item 0001F: One set of sub-items 0001A through 0001E shall be packaged in a 6 mil. plastic clear and non-yellowing vacuum-packed plastic bag with "tear open" notch to be placed in top right corner. Each kit is to be packed with a large print full descriptive insert. At time of award, the USSS will provide the final format for the insert to be included in all kits prepared by the contractor. Kits shall be coordinated according to size, including medium, large and X-large, which are estimated at equal quantities per size. Contract award and delivery orders shall state actual quantities per size required. Line Item 1001 (sub-items 1001A through F) represents the identical base year line item (0001) for Option Year 1, with the exception that the minimum quantity is one hundred (100) in lieu of one thousand (1,000). Line Item 2001 represents the identical base year line item (0001) for Option Year 2, with the exception that the minimum quantity is one hundred (100) in lieu of one thousand (1,000). Period of Performance is as follows: Base Year: Date of Award through September 30, 2001; Option Year 1: October 1, 2001 through September 30, 2002; Option Year 2: October 1, 2002 through September 30, 2003. The Contractor shall deliver the complete quantity, FOB Destination, with all freight included in the delivered price, within ten (10) weeks of contract award for base year, and ten (10) weeks from issuance of a delivery order under base year and option years 1 and 2, if applicable. Delivery to U.S. Secret Service -- Technical Security Division, 843 Brightseat Road (Rear), Landover, MD 20785. All proposals must include a unit cost for each chemical defense kit under the base year and option years 1 and 2, as well as the total price for the maximum quantity for base and both option years. Detailed technical descriptions and/or brochures on each offered sub-item must be included with the offeror's proposal to allow the USSS to determine that it is technically acceptable per the specification. Offerors will also be required to submit a sample kit (size: large) for evaluation purposes, to include all sub-items. The one-page descriptive insert, for sample purposes only, may be prepared at the offeror's discretion for format. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation -- Commercial Items; 52.212-2 Paragraph (a) insert: "The Government intends to award firm, fixed price indefinite delivery indefinite quantity type contract, to the responsible offeror with acceptable past performance, whose proposal, conforming to the Solicitation as provided herein, is lowest in price. Each kit will be evaluated as acceptable or unacceptable, determined on technical sufficiency as per the specification and quality of workmanship. For evaluation of past performance, the offeror must provide at least three references for contracts/purchase orders of similar products/services within the last two (2) years. Each reference must include customer's name and address, contact person, project name, date of performance, telephone number and contract value for each reference. If business entity establishment is less than two (2) years, provide related experience of key personnel. Past Performance shall be valued as acceptable, unacceptable, or neutral. Technical and past performance, when combined, are less important than price." 52.212-4, Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items.
