- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is F04700-01-T-0044. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. The DFARs Parts are current to the DCN 120001213 edition. The NAICS Code for this acquisition is 332420. This is a 100% Small Business Set Aside. The government is soliciting for the design and manufacture of 2 AIT Tanks to be carried on the KC-135 aircraft. The CLIN structure is: CLIN 0001-AIT Tank Design in accordance with Water Transportation Requirements Spec dtd 19 March 01, The design must be approved prior to commencing work on CLIN 0002. CLIN 0002-AIT Tank Build, 2 EA. Delivery 01Sep01. FOB Destination. Inspection and Acceptance shall be at Edwards AFB. The following provisions and clauses apply (see http://www.farsite.hill.af.mil/ or http://www.arnet.gov/far/) Provision 52.252-1 Solicitation Provisions Incorporated by Reference. The following DFARs clauses apply to this acquisition: 252.2127001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items (including 252.225-7012 Preference for Certain Domestic Commodities; 252.243-7002, Requests for Equitable Adjustment; and 252.204-7004, Required Central Contractor Registration. Basis for Award: The Government will evaluate proposals in accordance with Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315.1, Performance Price Tradeoff (PPT), using a comparative assessment of past performance and price, which permits tradeoffs between price and past performance. The Government will award one contract to the responsible, acceptable, offeror whose proposal is judged to have the greatest performance confidence at a fair, reasonable and affordable price. The Government intends to award without discussions (paragraph (g) of FAR provision 52.212-1). Past Performance: Performance confidence represents the assessment of an offeror_s present and past work record to assess the confidence in the offeror_s ability to successfully perform as proposed. In conducting this assessment, the Government reserves the right to use both data provided by the offeror and data obtained from other sources. In assessing performance confidence, the Government will use an offeror_s relevant present and past performance work record to evaluate the offeror_s demonstrated record of contract compliance in supplying products and services that meet user_s needs, including cost and schedule. The past performance evaluation is accomplished by reviewing aspects of an offeror_s present and recent past performance, focusing on and targeting performance which is relevant. As a result of an integrated analysis of those risks and strengths, offerors will receive a confidence assessment rating described in AFFARS 5315.305(a)(2)(s-92) for Past Performance. Performance considered relevant to the Water Transportation Requirements Specification, dated 19 March 01, is as follows: 1. Designing and manufacturing similar transportation devices used in aerospace operations; 2. Contracts demonstrating the offeror_s capability to meeting similar weight/floor loading requirements (see Spec para 4); 3. Meeting the AMS STD 1595 welding specification; 4. Contracts demonstrating the offeror_s performance meeting similar hoisting and tie-down provisions (see Spec para 14); 5. Contracts demonstrating the contractor's performance meeting similar structural strength requirements (see Spec para 5); 6. Contracts demonstrating the contractor's performance meeting similar loading/unloading requirements (see Spec para 6). The following past performance definitions will be used during the evaluation: 1. Current and Recent _ Relevant on-going contracts with a performance history, and relevant contracts completed within three (3) years from the issue date of this solicitation. Current performance will have greater impact in the performance confidence assessment than less recent performance; 2. Relevant -- Performance pertaining to meeting similar requirements as the Water Transportation Requirements Specification dated 19 March 01; 3. Adverse _ Marginal/Little Confidence or Unsatisfactory/No Confidence past performance confidence assessment ratings. Past performance information may be obtained through the Contractor Performance Assessment Reporting Systems (CPARS), through questionnaires tailored to the circumstances of this acquisition, through Defense Contract Management Command (DCMC) channels, through interviews with program managers and contracting officers, or through other sources known to the Government, including commercial sources. Offerors may be given the opportunity to clarify relevancy of an offerors past performance information and adverse past performance information to which the offeror has not previously had an opportunity to respond. In such cases, these exchanges are considered clarifications for award without discussions (FAR 15.306(a)), or through communications when a competitive range is to be established for the purposes of conducting discussions (FAR 15.306(b)). Instructions to Offerors: Each offeror shall submit Past Performance information with their proposal in accordance with the following format: A. Offerors are required to explain what aspects of the contracts or subcontracts, referenced below, are deemed relevant to the proposed effort and to what aspects of the proposed effort (above Spec paragraphs) they relate. Include rationale supporting your assertion of relevance. B. List references: Contract Number, Period of Performance, Contract Value, brief description of the effort, points of contact:(please provide information on all three individuals) Program Manager, PCO and ACO: name, telephone (e-mail and FAX, if available). Proposed Price: To be acceptable, an offerors total evaluated price must be fair, reasonable and affordable. The Government will use price analysis described in FAR 15.404-1(b) for assessing affordability and evaluating the reasonableness of prices proposed. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with their proposal. Proposals must be accompanied by letterhead signed by a person authorized to bind the company (see FAR 52.212-1(b)).
