- Amendment to RFQ No. NBCD1Q00028 ORIGINALLY POSTED UNDER SUBMISSION nO. 50G9D1 ON March 31, 2001 at 16:04. The closing date on this RFQ is being extended to 4/09/01 at 4:00pm MST due to the amendment listed below: Included in this amendment is the evaluation criteria as listed below: E.2 52.212-2 Evaluation-Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the best value to the Government, price and the technical evaluation factors below being considered. A tradeoff process may be used when considered to be in the best interests of the government to award to other than the lowest priced offeror or other than the highest technically rated offeror. This process permits tradeoffs among price and technical evaluation factors so that the Government may accept other than the lowest prices or highest technically rates proposal. A Technical Proposal Evaluation Committee (TPEC) will evaluate the technical proposals according to the technical evaluation factors listed in this provision. The technical evaluation factors are significantly as important as price. These factors represent key areas of importance and emphasis to the Government. The following technical evaluation factors, listed in descending order of importance, will be used to evaluate offers: 1. Experience of Offeror 2. Qualification of Individual Staff 3. Management Plan 4. Project Management Experience Evaluation of your technical proposal will take into consideration the following specific areas: FACTOR 1 -- EXPERIENCE OF OFFEROR: Show experience in gathering data on real estate and utilities similar to, or the same as specified in the solicitation. Past performance in work similar to, or the same as specified in the solicitation will be considered in the evaluation process. Give the names and phone numbers of references who can provide information about your past performance experience. The offeror shall address lessons learned from previous contracts. FACTOR 2 -- QUALIFICATIONS OF INDIVIDUAL STAFF: Describe your company's ability to provide qualified staff, including any subcontractors. Detail the experience of staff in gathering data on real estate, utilities and services similar to, or the same as specified in the solicitation. Provide the names of all employees and subcontractors who may perform work under the contract. For each employee, who has done previous regional rental market surveys, provide the name and date of each regional survey and an estimate of the number of comparables collected in each regional survey. Past performance of personnel on previous Department of the Interior's regional survey will be considered in the evaluation process. For the Caribbean Rental Survey, provide details about the Spanish language abilities of personnel. Detail those person's knowledge of and experiences with Puerto Rico and the Virgin Islands. FACTOR 3 -- MANAGEMENT PLAN: Describe what type of management plan you intend to use in performing each survey. This plan shall address the following: UNDERSTANDING THE STATEMENT OF WORK: Include sufficient information to demonstrate an understanding of the Government's requirements. The proposal shall fully describe the offeror's approach for accomplishing the survey's specified in the scope of work. PERFORMANCE SCHEDULE: Describe your ability to control individual assignments. Describe procedures used to plan, track, and control multiple assignments. Provide a project schedule indicating when each community will be surveyed broken into the 30 day increments described in clause C.17 PERIOD OF PERFORMANCE. This performance schedule will become a requirement of the contract. TRAINING: Describe the training program your company has or will have for employees, which will enable them to provide accurate, consistent data collection. Describe how you will deal with employees who fail to follow some of the government specifications. DATABASE CREATION: Describe your experience using computers to create large databases with numerous entries. Describe your experience and expertise withn dBASE III+ or dBASE IV software. QUALITY CONTROL: Describe your company's quality control procedures. Include at a minimum, the methods used in selecting the best personnel for the assignment, (in-house, new hires, or sub-contractors). Describe what measures you take to prevent inconsistent data collection. Describe your methods for ensuring that the database matches the hard copy forms. Describe your quality control procedures to ensure that all data gathering personnel have a complete understanding of contract clauses B.4 Scope fo Work, and B.5 Specific Tasks. Describe your company's past performance providing high quality service and cooperation with clients. POTENTIAL PROBLEMS: Describe the problems you have previously encountered in similar contracts and describe the proposed or actual corrective actions.
