- TITLE: A/E Services for the Design of the Modernization of the Electrical Distribution System at Fort Campbell, Kentucky within the Great Lake and Ohio River Division. SOL: W22W9K-1086-8579 DUE: 2 MAY 2001 POC: Contract Specialist: Debra Bruner (502) 315-6208 Technical POC: Michael E. Braden (502) 315-6372 1. Contract Information: The Louisville District plans to procure a firm, fixed price contract for design services to modernize the Electrical Distribution System at Fort Campbell, Kentucky. This announcement is open to all businesses regardless of size. If a large business is selected to negotiate a contract, the firm will be required to present an acceptable Small Business and Small Disadvantaged Business Subcontracting Plan in accordance with Public Law 95-507 prior to award of the contract. The current subcontracting goals are 61.4% to Small Business, 9.1% to Small Disadvantaged Business, 5% to Women-Owned Business, 3% to veterans and 2% to HUBZone Small Business. These percentages are applied to total amount of subcontracted dollars. To be eligible for award, a firm must be registered in the DoD Central Contractor Registration (CCR) database via the CCR Internet site at: http://ccr.2000.com or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. Great emphasis will be placed on the A/E's quality control procedures, as the Louisville District will not review quality into the project. The firm selected will be required to submit a sample quality control plan for approval as a condition of contract award. 2. Project Information: This project addresses the modernization of the electrical distribution system at Fort Campbell. Services required include investigation, analysis, recommendation and design of electrical distribution systems delineated as follows: (1) Design of 69 KV 12.47 KV substations. (2) Design of overhead and underground 12.47 KV primary distribution systems. (3) Electrical system surveys to include safety assessments, environmental assessments and system condition evaluation. (4) Development of system models and performance of load flow, voltage drop, and fault and protective device coordination studies. (5) Development and maintenance of engineered distribution standards. (6) Ability to assess, prioritize and recommend electrical distribution equipment and configurations in regard to reliability, maintainability, standardization, capacity and expandability. (7) Ability to develop priorities for AE project performance and design solutions to match design and construction-funding limitations. (8) Design of SCADA systems. (9) GIS mapping and database (ArcView/ArcInfo). (10) MCACES construction cost estimating (A-E will be provided Corps of Engineers M-CACES Gold software). (11) Design of area and roadway lighting features. Drawings shall be developed electronically with the format of the final submittal utilizing Integraph Microstation. The estimated construction cost is $5,000,000 to $10,000,000. Anticipated construction start is June, 2002. 3. Selection Criteria. Specific requirements for this project are as follows and must be identified in the SF 255. Submittals will be evaluated against the general evaluation factors listed in Note 24 in descending order of importance. Items (a)-(e) are primary selection criteria, items (f) (h) are secondary criteria. (a) Specialized Experience: Specialized experience and technical competence in the design of and/or design of rehabilitation of electrical distribution systems, to include, but not limited to the expected activities identified in Paragraph 2, Project Information above, as evidenced by the resumes of the personnel assigned to this project, as well as the specialized experience of the firm. In addition, a brief Design Management Plan, including an explanation of the firm's management approach, management of subcontractors (if applicable), quality control procedures, and an organizational chart showing the inter-relationship of management and various team components (including subcontractors) must be included in Paragraph 10 of the SF 255. (b) Professional Qualifications: Professional qualifications of the key management and technical personnel to include appropriate education, training, registration/certification, overall and relevant experience for the following personnel must be documented in their resumes. Two resumes are required for the following fields (a designer and a checker), at least one individual in each field must be registered: civil engineering, environmental engineering and electrical engineering. Resumes of each of the electrical engineering candidates must demonstrate a minimum of 15 years of related experience. One resume indicating an experienced professional in the field of project management is required. One resume indicating an experienced professional in the field of cost estimating is required. (c) Past Performance: Past performance on DOD and public electrical utility contracts with respect to cost control, quality of work, and compliance with performance schedules. (d) Capacity: Capacity to complete the work in the required time (if a branch office, must have the capacity to perform independently of the main office). Capacity must indicate: (1). Ability to meet the schedule of the overall project and/or certain phases.(2). Ability to assign and perform field survey/site investigation work concurrently with design. (e) Knowledge of Locality: Knowledge of Kentucky and Tennessee permits, codes, and environmental laws. Knowledge of the standards of design and construction for the Fort Campbell area, including NESC loading and strength requirements and locality environmental design parameters. (f) default -- small business paragraph. Extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. (secondary criteria) (g) Geographic proximity to Fort Campbell Army Post. (secondary criteria) (h) Volume of DOD contracts awarded in the last 12 months to the prime A-E firm. In Block 10 of the SF 255, responding firms should cite all contract numbers, award dates and total negotiated fees for any DOD contract awarded within the last 12 months to the office expected to perform this work. Please indicate all delivery orders awarded your firm by DOD agencies within the last 12 months under an indefinite delivery type contract, regardless of the award date of the contract itself. Indicate date of delivery orders and fee for each. Modifications to task orders which were awarded prior to the last 12 months need not be listed. Submittal Requirements: Interested firms having the capabilities to perform this work must submit a SF 255 to the address listed below no later than close of business on 2 May 2001. The SF 255 will be no longer than 125 pages in length (excluding SF254's) and Block 10 will be 20 pages or less in length. Front and back side use of a single page will count as one page. Each firm/consultant listed within the SF 255 must have a current SF 254 (submitted with the last 12 months) on file with the Corps of Engineers, or one must be submitted with this package. Solicitation packages are not provided. This is not a request for proposal. ACASS Number of the office performing the work should be listed in Block 3 of the SF255.
