Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation documents, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. Solicitation number R3-06-01-13 is issued as a Request for Proposal (RFP) in accordance with FAR subpart 13.5. This acquisition is a 100% small business set-aside. The Northern American Industry Classification System (NAICS) code is 115310 and the size standard is 5.0 million dollars. A firm-fixed price purchase order will be issued under the Test Program for Certain Commercial Items. The solicitation is for a RECREATION USE SURVEY. Project consists of collecting recreation use information from visitors exiting the Gila National Forest recreation sites (see project location). This is accomplished through interviews and traffic counts. The purpose of the project is to estimate total number of visitors during the year and identify the visitor's reasons for visiting the Gila National Forest. All personal supplies, necessary and incidental equipment to accomplish this project shall be supplied by the contractor, except for the items listed in this solicitation as Government Furnished Property. Contractor and employees shall be able to accurately fill out the forms, conduct interviews and return the forms every two weeks. Appearance and conduct shall be such to provide a favorable impression (i.e., clean clothing in good repair, good personal hygiene, pleasant demeanor with the ability to use tact, courtesy, poise, alertness, and good judgment in public contacts,). Interviewers shall be people who enjoy meeting other people. Interviewers shall be able to locate survey location according to the project location map given at prework meeting. The contractor shall furnish transportation. Vehicles used for transportation shall be in good repair in order to reach survey sites and appearance shall be such as to provide a favorable impression. Contractor and his/her employees shall review the training video and the National Recreations use the "National Recreations Use Monitoring Interviewer Training Manual," June 2000. The Forest Service will provide one (1) copy of the video and one (1) copy of the manual. Forest Service Representative will be present at the training session to answer any questions that may arise. Contractor shall commence work within three (3) calendar days after receipt of the Notice to Proceed. A prework conference will be held after award and work will not begin until a Notice to Proceed has been issued. Project to begin on or before April 19, 2001. Contractor shall follow specifications provided in the National Recreation Use Monitoring Interviewer Training Manual, June 2000. This shall include setting up traffic control signs, conducting survey, setting up and picking up traffic counters, (see Government Furnished Property list). The contractor within the parameters set in the manual shall select the actual interview locations. It is recommended for the contractor to make site visits, after award, to predetermine interview selection sites. This information shall be turned into the Contracting Officer. Contractor shall keep a list of interviews and interviewer numbers to check on quality of surveying technique. The list shall be provided at the beginning of the contract to the Contracting Officer's Representative (COR). Changes in the list shall provided to the COR within one (1) week of change. Morning surveys shall be conducted from 8:00 a.m. to 2:00 p.m. Afternoon surveys shall be conducted from 1:00 p.m. to 7:00 p.m. for the period of the beginning of the contract through September 30, 2001. Interview times for proxy sites are six (6) continuous hours at the best time of day to obtain exit interviews. As part of the beginning of the message to the interviewee, the interviewer shall explain that he working under contract for the Forest Service and that the interview is voluntary. Daily Summary Forms and Individual Interview Forms shall be correctly filled out. The original and one copy of the forms shall be returned every two (2) weeks to the COR. As the supply of forms runs low, the contractor shall notify the COR at least one (1) week ahead of time for more forms. Listed in Appendix B are the survey dates. If contractor misses dates, contractor will request substitute dates from the Forest Service. No days can be missed without the Government asking for consideration from the contract price. The Contracting Officer must approve substitute dates before contractor can proceed. Inventory of proxy sites and the Recreation Events/Special Uses reports will be done by the Forest Service and is not part of any resultant contract. (Note: Interviews at proxy sites remain part of the contract.) A key or combination to the lock for locking the counter to trees will be provided to the Contracting Officer. Contractor shall sign out the equipment on a transfer of property form, and will be responsible for returning the equipment. The cost of equipment not returned will be deducted form the final contract payment. Additional equipment shall be provided by contractor and shall meet specifications as specified in the manual. Government furnished property are as follows: Interview forms,Calendar of site days to sample (1 copy), Training Video (1 copy), National Recreations Use Monitoring Interviewer Training Manual, June 2000 (1 copy), Gila National Forest Visitor's map (3 copies), Traffic counters (2 K-hill type, 2 Trailmaster type) Hammers(3), Spikes (6), Pneumatic tubing splice (2), K-hill counter magnet (2), Traffic cones (8), Traffic sign holder (10), Voluntary Recreation Use Survey, Ahead signs (2), Voluntary Recreation Use Survey Ahead, Spanish version signs (2), Voluntary Survey Please Stop If Vacant signs (2), Traffic Survey Ahead signs (4), Yield signs (2), List of site numbers (1), Volunteer Vest (3), Volunteer Badge (3). Contractor supplied items, briefcase, hand tally, pencils, erasers, pencil sharpeners, safety vest, clipboards, watches, duct tape (useful for traffic counter problems), locks for locking the counter to trees and posts, personal gear, such as, rain gear, thermos, cooler, insect repellent, sunscreen, sunglasses, sun hat, umbrella, food, cloths, fresh water, and any other items to complete the project. FAR 52.212-2, Evaluation -- Commercial Items is applicable. The Government will award the contract to the Contractor whose offer represents the best value to the Forest Service on the basis of (1) Price Reasonableness, and (2) Past Performance. Price Reasonableness and Past Performance are equally important. The evaluation criteria for each category are listed in descending order of importance. PRICE REASONABLENESS Criteria (1) Price shall be fair market value for materials, labor, and incidentals represented in the specifications necessary to complete this project. In the event "fair market value" becomes a point of discussion, the resolution will be determined by the use of documented price on completed contracts having similar and/or related work. The following will be evaluated for Price Reasonableness: 1) Total cost of proposal lump sum. PAST PERFORMANCE Criteria (1) (a) Provide the general background, experience and qualifications of the organization. (b) Include a list of similar or related type projects awarded to the firm within the last three (3) years. Include the name of the customer, contact number, dollar amount, time of performance (length of contract, date started and date completed) and the name and telephone number of the contracting officer or procurement official. (c) List any defaults or contract performance problems in the last five (5) years.
