Description

The Contractor shall furnish all labor, materials, parts, and equipment to operate and maintain the facilities mechanical systems, and utilities, comprising the property located at Ellis Island (hereafter "the Facilities"). The Facilities are designated a National Monument (NM), are of significant historical value, and are administered by the National Park Service, U.S. Department of the Interior. The Facilities have been determined to be physically located in the State of New Jersey, but are operated and maintained in conformance with the laws of the United States, the State of New Jersey, and the State of New York. The Scope of Work includes the following seven (7) Task Areas: (1) Manage the Operating and Maintenance Functions for Mechanical Systems and Utilities; (2) Establish and Maintain Quality Control; (3) Perform Basic Facilities Mechanical and Utility Systems Operating and Maintenance Work; (4) Perform Basic Preventive Maintenance Work; (5) Perform Basic Work Ordered Through Service Call Chits; (6) Ensure Continuity of Services; and (7) Perform Special Work Authorized Through the Issuance of Negotiated Delivery Orders. Task Areas (1) through (6) are to be performed on an ongoing basis, and will be priced as Firm-Fixed-Price (FFP), based on a monthly price that includes all six tasks. Task Area (7) only is to be performed on an as-needed basis, and will be priced as Indefinite-Delivery, Indefinite-Quantity (IDIQ), and utilize negotiated delivery orders based on fixed hourly rates for various operating and maintenance service and construction labor categories. The contract will be for a base year plus four one-year options. Approximately 90% of the total work is basic ongoing work performed on a FFP basis, and 10% of the work is special work done through negotiated delivery orders on an IDIQ basis. The solicitation/contract is a Performance-Based Service Contract (PBSC), awarded and administered under FAR Subpart 37.6-Performance-Based Contracting, and OFPP Policy Letter 91-2. Both positive and negative monetary and non-monetary performance incentives are included in the solicitation/contract. A Bid Guarantee or Bond in the amount of 20% of the base year contract price (NTE $3.0 million) is required with the proposal. This procurement is open to both large and small business concerns. This procurement will be conducted as a negotiated source selection under FAR Part 15, with award to be made on a best value basis, considering price and non-price factors stated in the solicitation. Although price is a substantial factor in the source selection decision, the Government reserves the right to award to other than the low-priced offeror if outstanding technical capability is offered.
