Description
The U.S. Embassy, Bogota, Colombia has a requirement for a personal services contract (PSC) to provide maintenance assistance and training to the fleet of counternarcotics fixed wing aircraft operated by the Colombian National Police Air Service (CNP/ARAVI) in support of the CNP aviation project. The purpose of this personal services contract is to provide a Fixed Wing Aviation Maintenance Advisor to the Narcotics Affairs Section (NAS)Bogota to assist the ARAVI in resolving maintenance issues and technical problems with the fixed wing aircraft and to provide on-the-job training to ARAVI personnel. The work is primarily conducted in an office or aircraft hangar. Travel to field operating locations is required. Under the direction of the NAS Aviation Program Officer, the PSC will: (a)Provide technical advisory assistance for the maintenance of ARAVI aircraft maintaining contact with the assigned uniformed maintenance officer of ARAVI. Assist ARAVI personnel on the implementation of computerized scheduled maintenance programs. (b) Provide ARAVI personnel with appropriate U.S. Federal Agencies, manufacturers and vendors to expeditiously disseminate information relating to the operation, modification, maintenance, inspection, and repair of the equipment and components in the ARAVI inventory. (c) Assist in engineering, analysis, interpretation and evaluation of maintenance issues and in the preparation of accurate technical descriptions of such issues in order to assist ARAVI in arriving at the best possible solutions. (d) Coordinate on-the-job training programs for the uniformed and contract personnel in maintaining aircraft, aircraft components and aircraft systems. (e) Travel as required to perform maintenance advisor functions at forward bases and operating locations. (f) Disseminate civil and military manuals and other current literature regarding standard maintenance, safety and operational practices, and recognized methods of the aviation industry to ARAVI personnel through discussion and on-the-job training. (g) Assist ARAVI personnel in obtaining a thorough knowledge of aircraft structures and assembly including, but not limited to, engines, rotor systems, drive trains, electrical systems, accessories, hydraulic systems, flight control systems, server systems, and communications/navigation systems. (h) Explain the significance of, as well as how to work from, technical publications, service bulletins, customer service notices, and operational safety advisories. Able to disassemble, repair, modify, inspect and reassemble aircraft components and equipment. (i) Keep abreast of all DOD Safety of Flight (SOF) bulletins, FAA Airworthiness Directives (ADS) and coordinate ARAVI compliance with same. (j) Assist ARAVI personnel in planning their work requirements and arranging manpower, parts, and equipment to complete those tasks (production controls). Assist ARAVI personnel regarding type, extent, and feasibility of repairs, as well as change incorporation, modification and maintenance discrepancy remedies. Instruct on usage and calibration of precision instruments, gauges and test measurement diagnostic equipment. Advise on organization of maintenance operations, including, but not limited to, production planning, production control, quality assurance and control, documentation and record keeping. (k) Advise on requirements for temporary assignment of additional maintenance specialists, and on requirements for contracting the work to U.S. and Colombian contractors. Together with ARAVI personnel, maintain liaison with the Colombian Air Force on interchange of equipment, facilities and/or training. (l) Advise and assist ARAVI in project preparation and implementation of aviation facility and maintenance equipment improvements, construction and acquisition. Advise and assist ARAVI in preparation of Foreign Military Sales (FMS) Letters of Request (LORs) and acquisitions and equipment. (m) Serve as the Contracting Officer's Representative on selected ARAVI related contracts. Oversee and advise ARAVI on its C-26 intelligence projects and (if funded) its new air transport wing. (n) Advise the NAS aviation program officer on all areas related to CNP aircraft maintenance. Serve on aviation accident investigation boards. Participate in NAS Bogota end-use-monitoring programs as required. (o) Provide budgetary, equipment and personnel requirements estimates for NAS program projections as required. (p)Serve as oral interpreter during USG and VIP visits to CNP facilities, as required. May be called up to backstop the program's helicopter maintenance advisors. MINIMUM QUALIFICATIONS: (a) U.S. citizen eligible for a State Department security clearance. (b) Bachelor degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in the military, law enforcement, international development, international affairs or public administration. (c) Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. (d) Spanish language ability at the Foreign Service Institute level R3/S3 or the Defense Language Proficiency Test (DPLT) level 3/3 is required. (e) Ten years experience in aviation maintenance management. FAA airframe and Powerplant license or DOD maintenance test pilot certification. International experience in aviation desired. (f) Knowledge of USG military aviation maintenance manuals, rules and regulations required. Experience as instructor in aviation maintenance related subjects required. Ability to perform assigned duties with a minimum of supervision and to take the initiative in handling CNP aviation projects in the absence of the aviation program officer. (g) Must be physically qualified to live in Colombia and willing to engage in frequent in-country travel to remote locations. The work is both physical and sedentary in nature and involves activity at both the main and field locations and embassy offices. (h) Knowledge of embassy organization and the complexity of interrelated activities, as well familiarity with program, organization and operation of other USG elements involved in counternarcotics programs is strongly desired. (i) Familiarity with U.S. and Latin America counternarcotics operations desired. EVALUATION CRITERIA: (a) Offeror's experience in aviation maintenance management and demonstrated experience in coordinating with host country military, police and civilian officials. (b) Offeror's knowledge and experience in Latin America in training of foreign nationals in aviation maintenance procedures. (c) Offerors's knowledge of USG military aviation maintenance manuals, rules and regulations. (d) Offeror's knowledge of embassy organization and the complexity of interrelated activities, as well as familiarity with program, organization and operation of other USG elements involved in counternarcotics programs in Colombia. (e) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
