- This is a Request for Information (RFI) and is being released by the Defense Advanced Research Projects Agency (DARPA). The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. The purpose of this RFI is to obtain industry comments on the impact or possible impacts of the recently enacted Section 803 of the National Defense Authorization Act for FY2001 (Public Law 103-398). This legislation became effective on 30 October 2000 and applies to the recently released Future Combat Communications System Integration and Demonstration program solicitation PS01-04; http://www.darpa.mil/ato/solicit.htm <http://www.darpA.mil/ato/solicit.htm>), as well as to all future DARPA 845 program solicitations. The legislation was designed to broaden the technology and industrial base available for meeting Department of Defense needs. As such, new conditions have been put forth on the use of Section 845 Other Transaction for Prototype authority. DARPA is interested in obtaining information from industry regarding: 1) how the conditions impact potential offerors' decisions on whether to respond to efforts seeking to use the Section 845 authority; and, 2) how the conditions affect offerors' strategy formulation (i.e. teaming and corporate investment commitment). The input received from industry will be compiled and used within the Government to identify the possible advantages and disadvantages resulting from implementation of this legislation. As well, the insight gained from industry's input will be used to strengthen future program solicitations. Please be advised that all responses to this RFI will be treated as information only and it will not be considered as a proposal. Any information submitted in response to this RFI is voluntary.
