Description
This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is DTCGG1-01-Q-3WK140 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-23. This acquisition is 100% set aside for small business. The associated NAICS code 481211 and the small business size standard is $20.0 million. Contract Line Item 0001: Provide daily transportation for work crews at the Graves Lighthouse, Boston, MA. Work crew will consist of eight government employees and small hand tools. It is anticipated that transportation will be required for a total of 33 days over the course of approximately two months. Final contract price will be based on actual trips made. Unit price per trip $_______ X 33 days(est.qty.) Total: $_________. The resulting contract will be a firm fixed price contract. Description of the requirement is as follows: Provide helicopter equipment, material, and personnel transportation services in conjunction with solarization project at the Graves Lighthouse, Boston, MA. Work is expected to begin May 1st and proceed according to schedule (depart 0630, return 1700, Mondays-Sundays, every other Friday, Saturday, Sunday off). Because some of the work being conducted is tide-dependent, there may be several days that require an earlier start and a later finish than indicated. Any deviations from the schedule, other than emergencies, will be coordinated with the contractor a minimum of 48 hours in advance. Contractor shall be required to be on communications standby during working days for cases of emergency egress. Contractor should be able to communicate with the work crew via either VHF radio or cellular telephone. Contractor may, at their discretion, cancel any trip prior to departure if determined unsafe as a result of weather. The government shall not be charged for any trips cancelled as a result of inclement weather. In the event that deteriorating weather requires an early removal from the Graves Lighthouse, contractor shall contact work crew via VHF radio or cellular telephone a minimum of one hour prior to pick up. Submittals: Prior to commencing work, contractor shall provide the contracting officer with copies of current licenses for all pilots expected to be involved in the project as well as applicable FAA certifications. On a weekly basis, contractor shall submit copies of a flight log, showing the following minimum information: Date, Time of departure for each trip, Time of arrival at Graves Lighthouse (for each trip), and Weather/sea conditions. The provision at 52.212-1, Instruction to Offerors Commercial, applies to this acquisition and is incorporated by reference. The provision at 52.212-2, Evaluation Commercial Items applies to this solicitation. This is a best value procurement. Price and ability to meet the schedule will be evaluated equally. Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with their quote. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, and the clause at 52.212-5, contract Terms and conditions required to Implement Statutes or Executive Orders Commercial Items apply to this acquisition.
