Description
Rocky Flats Closure Project Contractor announces new opportunity for low level mixed (LLM) wastewater treatment services. Kaiser-Hill (KH) Company, L.L.C. (Contractor), is the Closure Project Contractor at DOE's Rocky Flats Environmental Technology Site (RFETS) near Denver, Colorado. Kaiser-Hill is requesting information from Offerors who are interested in being pre-qualified to provide LLM wastewater treatment services from October, 2001 through project closure (estimated December, 2005). Interested Offerors must provide a technical approach and qualifications for LLM wastewater treatment services. The services include design, build, and operate LLM wastewater treatment equipment and/or ship and treat LLM wastewater offsite. Contractor will determine which Offerors satisfactorily meet the Pre-qualification Criteria specified below. "Offeror" means the SINGLE legal entity, e.g., company, corporation or limited liability company, that is SOLELY responsible and accountable for all responses to this RFI. Additionally, Offerors must provide pre-qualification requirements for ALL lower-tier subcontractors. All scope and operations performed by the Offeror must be completed within the boundaries and guidelines of the Rocky Flats Cleanup Agreement (RFCA) (http://rfets.gov/SiteClosure/Rfca1/RFCACONT.htm) and all applicable federal, state, and local laws and regulations. SCOPE: The scope of the project (problem) includes treating/disposing of LLM wastewater generated from the RFETS site. Offeror to provide services that include: 1) Design, build, and operate LLM wastewater treatment system on-Site; or 2) ship LLM wastewater and/or secondary waste offsite for treatment and disposal as allowed by permits; or 3) combinations of onsite treatment and offsite shipping/treatment. Any equipment and/or facilities that Offeror brings on site shall be decontaminated, removed and disposed of as part of the contract. Equipment and facility (if a facility is necessary) must be removed by the end of the contract in December, 2005. Any RFETS equipment and/or facilities that Offeror accepts responsibility for must be decontaminated and cleaned in accordance with Contractors direction and schedule as part of this contract. Offeror is responsible for all secondary waste disposal whether treatment is onsite or offsite. INFLUENT CONDITIONS: Estimated LLM wastewater volumes will range from 0.5 million gallons per year (mgpy) to 1mgpy for the life of the project (October, 2001 to December, 2005). Overall LLM wastewater characteristics are: 1) pH: 6 to 14, 2) Suspended solids content: <5%, 3) Dissolved solids content: <5%, 4) Organic content: 10 ppm total VOC's, 5) Expected metals include Cd,Cr,Pb,Be,U,Pu,Am A breakdown of the wastewater flow and radioactive contaminants are segregated in two parts: 1) Higher Radioactive Contaminant Wastewater (Accounts for approximately 0.1mgpy). This stream is segregated from the remainder of the wastewater. Average concentration: 6 E-07 grams/L (Pu), 5 E-10 grams/L ( Am), and 6 E-04 grams/L (U). High Concentration: 2 E-03 grams/L (Pu), 4 E-06 grams/L (Am), and 10 E-04 grams/L (U). 2) Lower radioactive contaminant wastewater (Accounts for remaining 0.4 to 0.9 mgpy). Average Concentration: 3 E+02 pCi/L (Total Alpha). High Concentration: 2 E+03 pCi/L (Total Alpha). Existing waste transfer piping will not be available to the offeror. The Offeror will be responsible for transporting wastewater from points of generation to points of batch storage and or treatment via tanker truck. Two existing tanks will be empty and available for use to the Offeror beginning October, 2001. These two tanks hold a combined 1.25 million gallons. The Offeror may use these tanks for interim storage if necessary, as part of the overall treatment system. It is expected that these tanks may not be available after September 30, 2004. EFFLUENT REQUIREMENTS: The effluent requirements, if discharged onsite to waters of the State, must meet water quality standards defined in 5 CCR 1002-38 and the RFCA. Onsite effluent must be held and analyzed prior to discharge. A partial list of discharge requirements includes: 1) plutonium and americium standard- less than 0.15 picoCuries per liter, 2) gross alpha standard- 7 picoCuries per liter and 3) gross beta standard- 8 picoCuries per liter. The Offeror will be responsible for all secondary waste treatment and disposal. This includes any wastes generated that are above 10 nanocuries/gram and below 100 nanocuries/gram radiological concentration for which there is no current disposal site. Contractor recommends that Offeror's proposed process not generate this currently non-disposable waste. OTHER REQUIREMENTS: Offeror shall establish and maintain facility hazard categorization not greater than a radiological facility per DOE-STD-1027-92 and DOE-EM-STD-5502-94. (http://tis.eh.doe.gov/techstds/ ) Contractor desires standalone and readily removable treatment system for any treatment system installed on-Site. PERMITTING: KH will provide a CERCLA decision document that will serve as the regulatory control for any onsite treatment of the LLM wastewater. Offeror will be expected to provide information for the regulatory process. QUALIFICATIONS SUBMITTAL: KH desires a total solution to this problem. Offerors shall provide written documentation including generic process flow diagrams and other supporting documentation that demonstrates the Offeror has the proven technology, infrastructure, and experience in providing the following services: 1) Design, construction, start-up and operation of a proven process for treating LLM wastes similar to the above influent, in a radiological environment; 2) Safe handling, packaging, shipping and disposal of all secondary waste, including LLM waste; and 3) Decontamination, decommissioning, and disposal of similar treatment facilities and systems. Offerors must also provide information regarding their permits and licenses with respect to treatment and or disposal of LLM wastewater and secondary wastes. Offerors shall submit the required experience information as written descriptions on a minimum of ONE and a maximum of THREE projects that demonstrate all aspects of the above requested services criteria, completed within the last five years. Descriptions must include name, position title, fax, and telephone number of TWO client references for EACH project described that are capable of evaluating Offeror's schedule performance and overall performance. Due to outyear schedule restrictions, combined with the probability of need to process LLM wastewater to nearly the last day of the Closure Project, Contractor desires that Offerors also address the ability to ship this wastewater offsite for treatment and disposal. All potential sources shall submit information by close of business on April 23, 2001 and requested information shall be sent to Gerald E. Offerors submitting responses to these requirements shall provide a COVER LETTER signed by an authorized company representative that submits the response to this pre-qualification criteria. Contractor will not pay any costs associated with Offeror's response to this notice or any costs related to proposal preparation and Contractor makes no warranty as to the total amount of services to be acquired under the subcontract (s).
