This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Synopsis/Solicitation F30602-01-Q-0440 is being issued as a Request for Quotation (RFQ), for a firm fixed-priced order incorporating provisions and clauses in effect through Federal Acquisition Circular 97-23 and DFARS Change Notice DCN 20001213. Items include 0001 Internal Hard Drive, P/N: GF2M-1X9000S-L, Description: 9GB 3.5" disk drive canister for the raven and expansion chassis, Manufacturer: ECCS Inc, Tinton Falls, NJ, Quantity: 7 each; item 0002 Hard Drive, P/N: GF2M-1X18000S-L, Description: 18 GB hard drive/canister LVD, Manufacturer: ECCS Inc, Tinton Falls, NJ, Quantity: 9 each; item 0003 Terminator, P/N: SCSI-TERM7, Description: SCSI Terminator for raid chassis, Manufacturer: ECCS Inc, Tinton Falls, NJ, Quantity: 5 each; item 0004 Raid Drive Chassis, P/N: AF-F3ME-DE-ENC, Description: ECCS small raid expansion chassis/single bay, Manufacturer: ECCS Inc, Tinton Falls, NJ, Quantity: 5 each; OR EQUAL . All responsible small business sources may submit a quote, which shall be considered by this agency. It is the quoter's responsibility to monitor the FedBizOpps for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this combined synopsis/solicitation and amendments (if any) from the FedBizOpps, as well as, the blank SF1449, and Representations and Certifications. Quoters are encouraged to submit their quotes utilizing the SF1449, Solicitation/Contract/Order For Commercial Items. An Ombudsman has been appointed. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the specifications or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, Zakala Shirley, email zakalas@rl.af.mil. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Lt. Col. Reid S. Lerum Chief, Contracting Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
