- Background "PRESOLICITATION NOTICE. IT IS INTENDED THAT THIS AWARD WILL BE MADE AS A COMMERCIAL ITEM ACQUISITION AND WILL BE ISSUED ON A STANDARD FORM 1449 WITH ADDENDA. SIC Code 3829, NAICS Code 334519, Size Standard 500. The magnetics laboratory of the Air Force Research Lab conducts basic and applied research and development of state of the art and developing magnetic materials for aerospace power generation, conditioning and utilization applications. A magnetic measuring system is needed to determine magnetic properties of both permanent ""hard"" and soft magnetic materials. The desired magnetic property measuring system will be a programmable vibrating sample magnetometer (VSM) with a bipolar power supply. The system must be capable of characterizing magnetic material specimens in the form of thin films, powders, and bulk materials. The required VSM performance specifications and services are as follows: provide to the specimen at least a 2.8 Tesla field at room temperature; provide, as an option to be purchased later, a high temperature capability that will provide to the specimen at least a 2.0 Tesla field at 800 degrees C; generate the applied field with a bipolar power supply; include all necessary control electronics and operating software; include an initial supply of sample holders for powders, thin films, and bulk materials; include installation and training at the AFRL facility at WPAFB, OH; include delivery of the complete system to WPAFB, OH. This solicitation will be issued approximately 20 Apr 01. All responsible sources may submit a bid, proposal, or quotation, which shall be considered. This solicitation/RFP will be issued electronically. It will be posted on the Air Force's Pre-Award Information Exchange System (PIXS) web site at: http://www/pixs/wpafb.af.mil/. NO HARD COPIES WILL BE ISSUED FOR ANY REASON. Draft solicitation documents may be posted for comments prior to solicitation issuance. Once the solicitation/RFP has been posted, it is incumbent upon the interested parties to review this site frequently for updates to the documents. ""An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
