- The Internal Revenue Service, Midstates Procurment Office, Dallas, Texas intends to issue a Purchase Order using the Simplified Acquisition Procedures (SAP) for a Small Business Contractor to assist the Office of the Taxpayer Advocate (TAO) conduct a series of fourteen (14) focus group interviews, three (3) each in San Francisco, CA and Austin, TX, and four (4) each in Indianapolis, IN and Tampa, FL with individual taxpayers. The estimated completion date of the order is June 26, 2001. The purpose of these groups is to obtain a better understanding of the issues causing taxpayers problems in dealing with the IRS. The specific composition of the groups and other deliverables is discussed in detail in the Statement Of Work. Oral communications are not accepted in response to this notice. Interested responsible sources may submit their completed quotations, capabilities, and qualifications for consideration to perform this effort in writing and should be received via mail (at IRS, Midstates Procurement Office, 1800 MSRO, 4050 Alpha Road, Dallas, TX 75244, Attn: Tina Greene) or fax at the previously mentioned number no later than 4:30 p.m. Central Time, Wednesday, April 18, 2001. The Government anticipates awarding the purchase order to the responsible quoter whose price quotation conforming to the RFQ is most advantageous to the Government based on the quoter's technical capabilities/experience in performing the effort as outlined in the RFQ and the quoters Price quotation. Of the two Selection Criterion, Technical Capabilities/Experience is the significantly dominant criterion over the Price criterion. All respondents shall indicate whether they are small, or small disadvantaged businesses in relation to NAIC Code, 541910, size standard $5.0 million dollars.
