Description
SUBJECT: CARBON DIOXIDE (CO2) STUDY DESC: The U.S. Department of Energy's National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to Ophir Corporation, Littleton, CO to perform the following: (1) The Ophir Corporation shall be responsible for determining trace amounts of hydrocarbons around the well head. The depleted oil well to be used for this is Strata Productions #4 well in the West Pearl Queen Oil Field west of Hobbs, New Mexico. Since there are likely to be abnormally high concentrations of hydrocarbons in the immediate area of the well head, a more representative sampling of the air can be performed by moving away from the well head 50 feet and then utilizing a technique such as DIAL, Differential Absorption Lidar, or Active Gas Correlation Radionmetry, which both use a light source and measure the spectral absorption features, to provide an analysis of the air for trace amounts of methane and ethane. Analysis equipment would be moved onto the site, set up and operated to provide air sampling to a distance of 1000 feet from the well head. Sampling of the air would be performed in each of the four main compass directions from the well head assuming that line of direction would not cross another nearby well head, in which case the direction of analysis could vary slightly. The contractor/vendor would be responsible for moving any necessary analytical equipment to the well site, setting the equipment up for operation, and performing the subsequent analysis. The analysis would probably require two full days. After collection of the relevant data the contractor/vendor shall be responsible for storing the information, retrieving the information, and manipulation of the data in order to provide meaningful reports to NETL researchers. One complete air survey, i.e. In each of the four directions from the well head, would be required before CO2 is pumped into the well. This will serve as a background survey for comparison with a second complete air survey to be performed by the contractor/vendor during the "soak" period, i.e. after all the CO2 for this particular study has been pumped into the well. (2) Period of time the work would be performed within: The initial air sampling survey to provide background information would have to be completed before September 1, 2001 when it is expected that the pumping of the CO2 will commence at the well site. The follow-up air sampling survey to provide a comparison and in which we may expect higher levels of hydrocarbon gases will take place during the "soak" period which will most likely be during the month of November 2001. The final report shall be presented to NETL researchers before January, 2002. This purchase order is being issued to The Ophir Corporation because they have the unique capabilities that they have developed and which are available to NETL at a reduced rate because of Ophir's on-going tests as contracted by the U.S. EPA. Ophir has developed and tested LIDAR and AGC air analysis techniques which are capable of measuring the trace amounts of hydrocarbon gases required for NETL projects. Other techniques which measure the hydrocarbon levels required may be available, but would be much more cumbersome, requiring batch sampling of gases, less transportable apparatus, and much higher costs. As a result of its collaboration with he U.S. EPA, Ophir is able to provide the air surveys to NETL at the company's (Ophir's) own costs without added expense. They have a comprehensive understanding of technical issues and market opportunities in this effort. No other sources have comparable level of skills in all areas necessary to meet the study objectives with the required time frame and it is concluded that DOE's needs can be satisfied by the unique services available only from the contractor/vendor. This request is considered to be sole source to The Ophir Corporation. THIS IS NOT A REQUEST FOR QUOTATION. Responses to this notice must be within fifteen (15) days after this synopsis it posted electronically. Consideration of the responses is solely within the discretion of the Government, generally for the purpose of determining whether to conduct a competitive procurement.
