Description
NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation MUST REGISTER ON OUR WEBSITE at https://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Do not send requests for solicitations to this office. Plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge. Paper copies of this solicitation will not be available. DESCRIPTION OF WORK: Construct a 1,067 meter C-130 assault landing strip. The total length of pavement including overruns is 1,263 meters. The assault landing strip is designed as permanent pavement and will be used for training. The project also includes constructing runway lights, reconstructing taxiway lights, grading, revising the storm drain system and resurfacing a haul route. Network Analysis System will be required. Estimated cost range of project is from $5,000,000 to $10,000,000. Competition will be limited to 8(a) firms serviced by SBA Region IV District Offices (GA, AL, NC, SC, TN, MS, FL, KY) or must have an established, verifiable full time branch office (as defined by SBA) within Region IV which have 234110 among their approved NAIC Codes. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. Award will be made to the technically acceptable lowest price offer whose price is determined to be fair and reasonable without discussion of such offers. If any factor or sub-factor is rated a No-Go, the offeror's proposal may not be acceptable. Pricing will not be scored. Prices submitted will be evaluated only after determination of those offerors submitting acceptable technical proposals based on the Go-No Go technical evaluation. The technical proposal will be evaluated utilizing the factors set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. The evaluation factors and significant sub-factors are as follows: 1. Past Performance a. Timeliness of Performance, 2. Experience and 3. Management Effectiveness. Options may be included in the contract. This solicitation will be available on or about 04/14/01 on the internet at: https://ebs.sas.usace.army.mil. Amendments to this solicitation will be posted on the internet at the above address unless the total amended compressed files are greater than 5 MBYTES, in which case a new CD ROM disk will be issued. For amendments that are posted only on the internet, an Amendment of Solicitation/Modification of Contract (SF 30), and a list of revised specifications and drawings will be mailed to each bidder.
