Description
Furnish all labor, material and equipment necessary to perform various exterior repairs at U.S. Coast Guard West Bank and Romer Shoal Lighthouses. These two lighthouses are located in lower New York Harbor off the coasts of Staten Island, NY and Sandy Hook, New Jersey. The contractor shall be required to provide his own marine transportation to gain access to the worksites. The repairs include but are not limited to the following: West Bank Light: Replacement of the suspended 27 ft. by 3 ft. metal platform including safety grate, decking and pipe bracing. At Romer Shoal: Repairs to the lower walkway including replacement of handrails and repairs to the concrete. Bid Bonds and Performance and Payment Bonds are required. A one-time group site visit via Coast Guard vessel is tentatively scheduled for 21 May 2001. Advance reservations for the site visit are required and further information concerning the site visit is contained in the solicitation. This Invitation for Bids is being issued pursuant to the Small Business Competitiveness Demonstration Program and is open to both large and small business participation. This project is estimated between $100,000 and $250,000. The applicable NAICS Code is 233320. The tentative date for receipt of bids is 30 May 2001. Bid packages will be available on or about 24 April 2001 at a non-refundable charge of $33. Certified Checks or money orders should be made payable to Commercial Blue Print and Supply and mailed to the firm at: 83 Waverly Street, Jersey City, NJ 07306. Do not send fees to the Coast Guard. All relevant solicitation documents including specifications and drawings may be accessed for download for free commencing on the date of issue at the following website: http://www.eps.gov. Any amendments issued under this solicitation shall also be posted on this website. Also, you may refer to a list of other printers on the U.S. Coast Guard CEU/PROVIDENCE website at http://www.uscg.mil/mlclant/ceuprovidence. Printers on this list may be able to download and print the solicitation and drawings and specifications for a fee. For minority, women owned and disadvantaged business enterprises: the Department of Transportation (OSDBU) has programs to assist minority, women owned and disadvantaged business enterprises to acquire short term working capital and bonding assistance for transportation related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT bonding assistance program enables firms to apply for bid, performance and payment bonds up to $1 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
