- Description
- NASA/LaRC plans to issue a Request for Quotation (RFQ) for upgrade to a government-owned 100 ton vacuum hot press. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Advanced Vacuum System (AVS), who is the only responsible source and no other supplies or services will satisfy Agency requirements. The vacuum hot press was manufactured and installed by AVS. AVS is the original equipment manufacturer (OEM) and, as such, has access to a complete set of detailed drawings for the hardware, hydraulic system, vacuum system, heating system, and electronic control system. NASA has only limited system drawings that could be utilized by a non-OEM attempting to upgrade the system. It would take substantial duplication of time and money for another company to upgrade the existing system, especially with respect to seamless integration of upgraded electronic controls with the existing control system, and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 16, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
