- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation number 9TER-01-JAL-006 is issued as a Request for Proposal (RFP). To view the complete solicitation and supplements go to the Las Vegas FTS (9TF) office of GSA at www.eps.gov. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-22. The simplified acquisition procedures of FAR Part 13 are applicable to this procurement. FAR clause 52.222.41, Service Contract Act, as amended, applies to this acquisition. This procurement is for Software Engineering Services in support of the F-15E Integrated Avionics Trainer (IAT) at Luke AFB, AZ. This procurement is set aside for small business. The government will award a contract resulting from this RFP to the responsible offeror whose offer conforming to this notice will be most advantageous, representing the best value to the government, price and other factors considered A firm, fixed price contract will be awarded. The Period of Performance begins within 5 days after receipt of notice of award through September 30, 2002. The following _Best Value_ factors shall be used in descending order of importance for evaluation of offers: 1) Past Performance 2) Past Experience 3) Staffing Plan and 4) Price. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications _ Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions _ Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders _ Commercial Items, applies to this acquisition. The potential awardee will be required to register in the IT Solutions Shop at http://it-solutions.gsa.gov for the post-award process. All responses received by 5:00 PM PST, April 23, 2001 will be considered by the government. Inquiries and proposals will only be accepted electronically by email at joann.ancheta@gsa.gov.
