Description

The American Lifelines Alliance (ALA) project, under a Cooperative Agreement between ASCE and the Federal Emergency Management Agency (FEMA), has a requirement to develop detailed technical guidelines for specifying appropriate procedures that can be used to develop cost and risk information for water utility systems subjected to natural hazards. These guidelines are intended to assist water utility system decision-makers in establishing system performance requirements and evaluating various system performance improvement options that may be considered to achieve the desired performance. Accordingly, it is intended that the guidelines developed during this project will be used as part of an overall decision-making framework. The deliverables will be 1) a manual defining the detailed procedures to be used, and 2) a detailed commentary that provides the basis for the recommended procedures and guidance in applying them. It is intended that the manual will be used as the basis for developing a national consensus guideline within an American National Standards Institute (ANSI) approved standards developing organization (SDO). All interested bidders may request copies of the solicitation for up to 30 days after posting of this notice. The closing date for receipt of proposals is sixty days after posting of this notice.
