Description
This announcement seeks small business sources. It is a follow-up to the Request for Information (RFI) issued on December 20, 2000. The original RFI may be viewed at the DITCO Contracting Opportunities, Request for Information website https://www.ditco.disa.mil/dcop/public/asp/requirement.asp?req_no=NCR_MAN. This announcement is issued solely for information and planning purposes -- it does not constitute a Request for Proposal (RFP). The Defense Information Systems Agency (DISA) is contemplating an incremental acquisition approach for the NCR MAN Project. Under this approach, an initial network ring will be established in the first year of the planned ten-year contract. This ring will service approximately 25 DoD installations that are in close proximity to existing commercial fiber routes. This will minimize network build costs (last half mile) yet offer significant network performance improvements and cost savings to those locations. Up to three additional network rings are planned to extend this dedicated fiber to other significant DoD users over the next 3-4 years. Potential offerors should understand that access to certain sites as well as aggregate network data will be classified and require a minimum Secret facility clearance and some TS/SCI level personnel clearances. As prescribed in the Federal Acquisition Regulation (FAR) 52.215-3, the Government does not intend to award a contract on the basis of the referenced RFI, nor to otherwise pay for the information provided. The referenced RFI is issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. Response to the RFI is strictly voluntary and will not affect any corporation's ability to submit an offer if and when a solicitation is released. THE GOVERNMENT DOES NOT INTEND TO REIMBURSE COMPANIES RESPONDING TO THE RFI, NOR DOES IT EXPRESS ANY GUARANTEES CONCERNING THIS PROPOSED ACTION. The Defense Information Systems Agency thanks all interested parties for their attention and participation in this acquisition process. All industry comment shall be submitted electronically and directly to Ms. Nancy McClain, Contracting Officer, at mcclainn@ncr.disa.mil at any time, but not later than 30 April 2001. NAICS group 513310 will be used for determining company size status.
