Description
US Army Corps of Engineers, Jacksonville District, intends to procure services to remove exotic vegetation from the Lake Okeechobee rim canal from Old Sportsman's Village to Moore Haven. An Indefinite-Delivery/Indefinite Quantity contract with a requirement that identifies a minimum of 160 hours of work and a maximum of 960 hours work through 30 SEP 2001. Services will be ordered by individual delivery orders, not to exceed the maximum established in the solicitation. The contractor shall furnish all labor, equipment and materials to clear all exotic vegetation at Corps-identified locations. The contractor shall use equipment equal to or exceeding Brand "Brontosaurus" Brush Clearing Machine. The machine shall consist of a hydraulically driven rotary-chipping head attached to the "stick" arm of a track excavator similar to a Caterpillar model #120B. The mower shall be attached to a tracked excavator in the 26,000-pound class. The mowing head shall be a minimum 38 inches with a drum speed capable of running at 1500 rpm. A minimum of 24 knives within the mowing head shall spin freely, 360 degrees, in the drum's knife recess. Knives shall be constructed of high carbon steel of no less than 7 pounds each. The mowing head shall have the capability to cut and mulch standing dead trees larger than 12 inches in diameter. Water-cooled auxiliary engines should provide a minimum of 50 gallons of hydraulic fluid per minute. All exotic vegetation, to include melaleuca, Brazilian pepper, Australian pine, bamboo, etc., shall be cut to a stump height of less than three inches above ground level. Clearing shall be done using a heavy mechanical mowing concept that will leave all of the vegetation in chipped form on site. Solicitation will be issued on a Small Business Set Aside basis, therefore only small businesses are invited to respond. Solicitation DACW17-01-B-0010 will be issued on or about 16 April 2001. NAICS Code 561730, SIC Code 0783, FSC Code F099 small business size standard is $5 million. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation.
