- The USCG Maintenance and Logistics Command Pacific, Naval Engineering Division is seeking sources for the Professional Engineering Technical Representative Services relate to the Weather Satellite Weather Tracking HRPT/DMSP Systems for the United States Coast Guard installed onboard CGC Polar Star (WAGB-10), CGC Polar Sea (WAGB-11), and CGC Healy (WAGB-20). The Terascan high-resolution picture transmission system (HRPTS) and software maintenance support for this weather satellite weather tracking system was manufactured by SeaSpace Corporation, 12120 Kear Place, Poway, CA 92064, Tel: 858-746-1100. It is a complex system involving many unique parts and software. The Contractor (Technical Representative) must possess valid Terascan HRPT/DMSP systems qualifications for performing repairs or demonstrate technical capability to perform the complex repairs required, and to perform the required training of newly assigned personnel onboard the vessels. Extensive technical knowledge is required to understand, disassemble, inspect, and repair the system. Among the services required are the following _ Software Maintenance, Annual Groom (this requirement could include the following specific actions _ Antenna Alignment, Antenna Balancing, Antenna RF Checkout, Receiver Checkout, Bit Synchronizer Checkout, Operating System Cleanup, Operating System Upgrade, Terascan Software Cleanup, and Terascan Software Upgrade), and Training Services. The Contractor (Technical Representative) would be expected to have on file, or have the ability to obtain, complete Terascan system data from which to provide engineering analysis based upon historical operations records. Computer loaded experienced data would include design evaluations, historical studies, drawing preparations, on-site inspections, training of crew members, and other engineering tasks related to the HRPT/DMSP system. The capability statement shall sufficiently demonstrate qualifications, capabilities, and previous experience relevant to fulfilling the requirement. Capability statement should also include evidence that the company has access or will have access to SeaSpace Corporation_s technical data (e.g. signed agreement with SeaSpace Corporation, licensing agreement, etc). This requirement will be an IDIQ one-year contract with four one-year options. For Women-Owned and Disadvantaged Business Enterprises to acquire short-term working capital assistance for transportation related contracts, loans are available under the DOT Short Term Lending Program (STLP) at the prime interest rate to provide accounts receivable financing.
