Description

NASA/HQ plans to award to the Society for Conservation Biology, at the University of Florida. The authority is only one responsible source 10 U.S.C.2304 (c)(1). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed procurement is for the payment of charges for publication of written material in a copyrighted journal/magazine. Reprints of published material are available only from the publisher, who is the proposed contractor. Because other contractors would have to duplicate preparations and cost, it is in the best interest of the Government to procure the necessary reprints/publication charges from the publisher on a noncompetitive basis. STATEMENT OF WORK (SOW) In August 2001, the journal Conservation Biology will publish a special section entitled "Contribution of Remote Sensing to Biodiversity Conservation: A NASA Approach." This special section will contain reports from 11 projects supported by NASA that demonstrate interesting applications of NASA technology for conserviation. As the sponsor of a special section, NASA can also provide a cover photograph for the August 2001 issue. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 19,2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
