REQUEST FOR PROPOSALS Disadvantaged Business Enterprise Requirements for Public Transit Agency: National Transit Institute Rutgers, The State University of New Jersey University Procurement & Contracting 56 Bevier Road Piscataway, NJ 08854-8010 ID016 ATTN: Gail Schmidt, Senior Buyer Phone: (732) 445-2142 Fax: (732) 445-4712 E-Mail: gschmidt@rci.rutgers.edu Date for receipt of proposals: Thursday, May 31, 2001 NTI is seeking proposals to develop and deliver a training course focusing on the US Department of Transportation Disadvantaged Business Program. All transportation agencies that receive funding from the FTA are required by law to encourage and provide for participation by Disadvantaged Business Enterprises (DBE's). NTI previously developed a course to assist FTA grantees in administering the DBE requirements. This course will provide a historical overview of the DOT's Disadvantaged Business Program. Attendees will learn how to design and implement a program that meets the requirements of the new DBE regulation issued February 4, 1999. The subcontractor selected by this RFP will update the existing course in consultation with NTI and the FTA Office of Civil Rights and will present the course to the transit industry. NTI is requesting proposals to revise, continuously update and deliver a training course entitled Disadvantaged Business Enterprise Requirements for Public Transit. This course will consist of three days of classroom training or 24 hours of instruction per delivery. The course will be offered to current and new transit professionals that engage in federally funded activities. The course will be particularly beneficial for DBE Managers, Procurement Managers and their staff of state DOT, transit agencies, Metropolitan Planning Agencies, and transit vehicle manufacturers. Fax or e-mail requests will be accepted and telephone requests are unacceptable. RFPs will not be faxed. Requests will be honored if received by Thursday, May 03, 2001.
