Description
THIS PROCUREMENT IS BEING SOLICITED AS A SMALL BUSINESS SET-ASIDE. Project Summary. Construction services are being solicited to construct a New Federal Building on the site of the demolished Federal Building at 100 South Warren Street, Saginaw, Michigan. The proposed project will house facilities for the Social Security Administration to provide services in the Saginaw area and is approximately 13,560 square feet. The new facility is a one-story structure and is essentially rectangular in plan. Its design consists of a rectangular masonry cavity wall volume with a slightly shorter, smaller volume, clad with aluminum storefront glazing, offset and superimposed over it at a slight angle. There is a public parking lot on the south side of the building and a fenced employee' lot to the north. The foundations are spread and column footings on engineered fill with a single slab on grade. The roof structure is steel deck with interior steel columns in the center of the main volume and along the perimeter of the glazed public areas. There are metal-framed canopies over the public and staff entries. The exterior masonry is unitized cast stone, with face brick as a bid alternate. The roofing is a 2-ply modified bituminous system. Interior partitions are mainly gypsum board, with ceramic tile in the toilet rooms. Public service counters are plastic laminate and there is an area where the office floor is raised 12 inches on an accessible platform. There are public and staff toilet rooms and there is a multi-purpose room with a folding wall partition. Flooring is vinyl composition tile, carpet or ceramic tile. The building has nine (9) rooftop mechanical units serving multiple interior zones. The work of the project includes extensive IWS/LAN infrastructure and office landscape systems. The building is fully sprinklered. The bid package includes unit cost information pertaining to excavation and fill engineering. As per Federal Acquisition Regulation (FAR), Section 36.204 -- Disclosure of the magnitude of construction projects, solicitations shall state the magnitude of the Government's estimated price range. The construction cost range for this project is $1,000,000 to $5,000,000. Proposal Submission Requirements. General Contractors Qualifications -- The contractor must have successfully completed at least two (2) renovation or new construction projects in the past five (5) years, which are similar in scope, requirements, complexity, dollar value and level of finish quality to the proposed project. The contractor must demonstrate that they are able to obtain bonding and that they have the financial capabilities. Key Personnel Qualifications. -- The project manager and construction superintendent should possess qualifications and experience which demonstrate a thorough knowledge and competence level commensurate with the positions for which they are being proposed. These personnel must have performed essentially the same duties as being proposed under this project on a minimum of two (2) projects during the past five (5) years, where the cost of the project was comparable to this project. Contract Award. Proposals will be competitively chosen using negotiated procedures. Award will be based on the lowest price, technically acceptable offer. If a proposal does not meet the requirements of both past experience and key personnel qualifications and the aforementioned submission requirements, it will not be further evaluated based on price. The actual release date for the Request for Proposal (RFP) is anticipated on or around 20 April 2001. Funds are not presently available and award is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The performance period from contract execution to project completion is approximately 330 calendar days. The resulting contract type shall be firm, fixed-price. SB/SDB. Small business criteria for each category are based on the contractor's average annual receipts for the preceding three (3) years. The North American Industry Classification System (NAICS) Code for this project is 233320. In accordance with the Small Business Competitiveness Demonstration Program, this procurement is open to small business concerns only. Therefore, responses from only small business concerns will be considered and evaluated for selection. Small business, minority-owned and women-owned businesses are strongly encouraged to participate. Small, disadvantaged businesses must be precertified by the Small Business Administration in order to be considered for evaluation as such under the new federal regulations. In order to receive the benefit of a price evaluation preference, you must be certified by the Small Business Administration as a HUBZone small business concern and/or a small disadvantaged business concern. Contact your local SBA office for further information. The Government recognizes the talent existing in smaller firms and encourages their participation in the construction of federal facilities. Joint Ventures. Joint venture or firm/ consultant arrangements will be considered and must submit an acceptable joint venture agreement. Interested Parties/ How to Offer.
