Description

Correction: This action published in the CBD on 27 February 2001 is replaced in its entirety by the following: This is an indefinite quantity, job order contract (JOC). The contract is for a base year and four (4) one (1) year option periods. The maximum annual value of the contract is $25,000,000. Task orders may range from $200,000 to $5,000,000. The contract will provide construction, alteration, and repair of Government facilities for the Hampton Roads Area, Virginia. Design/build projects will also be considered for this contract. The contractor shall provide all labor, supervision, engineering, materials, equipment, and supplies to perform the services described in the scope of work. The contractor will utilize prices specified in the most current R.S. Means Master File Cost Data and the SUCCESS estimating program for proposals on task orders. The cost index for the city of Norfolk will be used regardless of where the work is performed in Hampton Roads. For price proposals, offerors will propose coefficients that will be applied to the R.S. Means line items. The requirements for the technical Source Selection criteria factors are as follows: Factor A Corporate Experience; Factor B Past Performance; Factor C Contractor's Capability; Factor D Technical Approach for the Sample Project; Factor E Support of the Small Business Program. For purposes of evaluation of offers the technical factors, when combined, are more important than price. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT EXCHANGES OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. The Request for Proposals will be issued on 13 April 2001.
