- Air Force Research Laboratory, Rome Research Site, Information Directorate (AFRL/IF) is soliciting proposals for a forty-eight (48) month effort focused on research and development in the area of secure messaging. The objectives of this effort are to provide continuing service to the Intelligence Community as military message communications continue to evolve. Specifically, the following objectives are addressed: (1) continue the development and management for the CSP application and its extensions, i.e.: CSP Message Interface (CMI), CSP to Defense Message System (DMS) Addressing Component (CDAC) and CSP to EVCP Bridge Application (CEBA), (2) support enhancements to existing communication and information transfer baselines including interoperability with DMS, DMS program office support, new network security requirements, Tactical user community, (3) test and integrate new hardware into the CSP hardware baseline for site upgrades as current systems become obsolete, (4) test CSP hardware and software at sites, (5) provide message Information Assurance through studies, software enhancement, and integration of GOTS/COTS products, and (6) provide Information Security (INFOSEC)-related engineering services for messaging security for approval by national messaging approval authorities. A Cost Plus Fixed Fee Level of Effort contract with an Indefinite Delivery/Indefinite Quantity CLIN is anticipated. A technical library relating to this acquisition is available for review by potential offerors at the Air Force Research Laboratory/IFEB, Bldg.240, 32 Brooks Road, Rome, NY. Access to the library may be gained by contacting Ernst Walge, Area Code 315-330-2171 at least forty-eight hours in advance. The library contains technical data subject to export control. Prior to review, Offeror must submit a copy of its approved DD Form 2345, "Military Critical Technical Data Agreement," along with a letter from the Data Custodian designated on that form, authorizing access by whomever will be reviewing the library. The DD Form 2345 and letter of authorization should be submitted to Attn: Ernst Walge, Air Force Research Laboratory/IFEB, 32 Brooks Road, Rome NY 13441-4114. The library contains SCI technical data. Your sponsoring organization must submit verification of SCI clearances to Air Force Research Laboratory/IF SSO, Attn: Ernst Walge, 32 Brooks Road, Rome NY 13441-4114. The successful contractor may receive and/or generate technical data subject to export control in the performance of the contract. Therefore, prospective offerors must provide a completed and approved DD Form 2345 which certifies the offeror is on the Certified Contractors Access List (CCAL) or the offeror is seeking application to CCAL. The successful offeror must have a completed and approved DD Form 2345 prior to award. For further information on CCAL, contact the Defense Logistic Service Center at 1-800-352-3572. Foreign participation is excluded at the prime contractor level. Top Secret (Facilities and Safeguarding)/SCI clearances will be required for performance. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contract Specialist, Alice Colasanti, Phone 315-330-2491. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Lt. Col. Reid S.Lerum, Chief, Contracting Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. The FedBizOpps offers a registration service that will send an e-mail notification when a change is made to this announcement. This service is provided for convenience only and does not serve as a guarantee of notification. In addition to this registration, any prospective offerors interested in submitting a proposal for this solicitation must register by e-mail directly with the Contract Specialist at Alice.Colasanti@afrl.af.mil in order to be placed on the List of Interested Parties. Include your company name, address, telephone number and point of contact, fax number, e-mail address and Commercial and Government Entity (CAGE) code. The Contract Specialist will post this list on FedBizOpps along with the solicitation to facilitate subcontracting and teaming opportunities only. Offerors registering their name either on FedBizOpps or with the Contract Specialist should not conclude that they will receive a paper copy of the solicitation in the mail. Paper copies will not be available. The solicitation and any amendments thereto will only be available by downloading the documents from the FedBizOpps. All prospective offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. A draft solicitation will be released during May 2001. The solicitation is expected to be released approximately one month after the issuance of the draft solicitation. Refer to the web link in this notice for any milestone updates. When it is issued the draft solicitation will be posted to the Federal Business Opportunities Site page at the web link contained in this notice. See Number Note 26.
