- Description
- The Uniformed Services University of the Health Sciences (USUHS), the DoD Medical School and Health Sciences University, proposes to award on a sole source basis a contract to the Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) to provide personnel, supplies, equipment, and all services necessary to support a research project entitled "Physiologic Tolerance Levels following Traumatic Brain Injury (TBI) and a Treatment Approach to Dextran-Induced Edema." The intended purpose of this research is to provide a basis for developing treatment and triage algorithms to optimize neurologic, functional, and survival outcomes of soldiers with TBI. This project is to be funded by Walter Reed Army Institute of Research (WRAIR). The anticipated contract is to be a cost reimbursable no-fee type with an estimated value of $50,000 per year for a period of performance of approximately five years (base year plus four option years to be awarded at the discretion of the Government). This project requires a very short lead time and minimal start up costs in order to provide feedback to the funding sponsor within a timeframe necessary to assess funding availability for the option years of the research project. Because of these reasons and the close working relationship between USUHS and HJF, it is deemed necessary to award this contract on a sole source basis in accordance with Public Law 92-426, entitled "Uniformed Services Health Professions Revitalization Act of 1972" and 10 U.S.C. 178 and 2213(j)(1)(A), which authorize USUHS to award these type contracts to HJF. The authority for this award permitting other than full and open competition is found at 10 U.S.C. 2304(c)(5), "Authorized or Required by Statute." See Note 22.
