Description

The Fleet and Industrial Supply Center, Norfolk Detachment, Washington, DC intends to negotiate and award a Cost Plus Fixed Fee contract to Universities Space Research Association, (USRA) of Columbia, MD for FAME astrometric support services on the behalf of the U. S. Naval Observatory, Washington, DC. FAME is an astrometric satellite to be launched in 2004. Services include but are not limited to: 1) astronomical and astrophysical research; 2) development of computer software and hardware for astrometric or astronomical data analysis or theoretical predictions; 3) evaluation and employment of advanced state of the art detectors and instrumentation for astronomical purposes; and 4) design, fabrication, performance, and analysis of several USNO projects. The contract will consist of a base year and four one year option periods. The FAR clauses 52-217-9 "Option to Extend Services" (AUG 1989) and 52-217-8 "Option to Extend Services" (AUG 1989) will be included. A Justification and Approval for Other Than Full and Open Competition has been prepared. SEE Note 22. The Federal Supply Code (FSC) for this requirement is 541710. The Standard Industrial Code (SIC) is R499. A solicitation does not exist for this requirement.
