Description

The U.S. Department of State, Office of Human Resources, Recruitment, Examination and Employment (HR/REE) has a requirement for an expert to provide technical advice on examination, personnel evaluation and personnel management. This service is being acquired on a non-competitive basis to maintain compatibility by using the expert who previously assisted the Department in overseeing the preparation of the Foreign Service Written Examination (FSWE). The service will include redesigning current sections of the FSWE, specifically the Biodata section and to develop a new non-cognitive section for the examination, and will include attending future meetings of the Board of Examiners (BEX) for the Foreign Service as an expert panelist. The expert will co-chair a meeting in mid-summer with the BEX to link each possible test question back to test specifications. Required to put together a library of materials on the content validation of the 1999 exam and will be requested to do the same for the 2000, 2001 and 2002 exams. As a follow-up to a 1997 Job Analysis, the expert will advise the Department on other "portals to entry" to the Oral Assessment and assess the validity in the context of the Settlement Agreements reached in prior litigation. Will be required to provide the neccesary legal documentation to memorialize to the satisfaction of a court, the rationale for the above activities.*****
