- Description
- The National Weather Service (NWS), within the National Oceanic and Atmospheric Administration (NOAA) anticipates acquiring lightning detection data services. The Government is considering several optional sets of lightning detection data in addition to its basic requirement for cloud-to-ground strike information. In order to estimate the cost of the next RFP the Government is interested in the cost of these options over several years. In all options, information on the location and time of the lightning strikes are required. The government will consider options that use systems that provide information on cloud-to-ground and cloud-to-cloud strikes. Responders are asked to provide cost estimates and a brief technical description of their systems and the projected structure of their data reporting formats for each of the following topics: A. Additional cloud-to-ground capability: 1)A portion of or the entire state of Alaska. Responders may provide cost information for a system that covers a part of the state or the entire state. If the proposed system provides partial coverage, the areas covered must be explicitly identified and cost estimates of each area must be stated individually. If the responder has the capability over the Alaskan coastal waters, that capability should be identified and a cost estimate given. 2)Hawaii. If the responder has the capability over the Hawaiian coastal waters, that capability should be identified and a cost estimate given. 3)Southern Canada. Responders must explicitly identify the areas of southern Canada covered and give a cost estimate for each individual area. 4)Ocean areas near the coasts of the United States. Responders should identify the off shore areas where they have capability and state a cost estimate for each individual area. B. Cloud-to-cloud or Total Lightning capability: 1)The 48 contiguous United States. If the responder has capability for only parts of the 48 contiguous States, the areas of capability must be identified and a cost estimate provided for each area. 2)A portion of or the entire state of Alaska. Responders may provide cost information for a system that covers a part of the state or the entire state. If the proposed system provides partial coverage, the areas covered must be explicitly identified and cost estimates of each area must be stated individually. If the responder has the capability over the Alaskan coastal waters, that capability should be identified and a cost estimate given. 3)Hawaii. If the responder has the capability over the Hawaiian coastal waters, that capability should be identified and a cost estimate given. 4)Southern Canada. Responders must explicitly identify the areas of southern Canada covered and give a cost estimate for each individual area. 5)Ocean areas near the coasts of the United States. Responders should identify the offshore areas where they have capability and state a cost estimate for each individual area. If the responder offers a savings for the procurement of a total lightning package, that package should be identified and a cost estimate stated. Any information considered to be proprietary should be marked as such and will be considered confidential. However, it is not the Government's intent to disclose vendor proprietary information and trade secrets to the public. The information submitted by vendors during the pre-solicitation period maybe used by the Government in preparing its RFP and finalizing the statement of work, provided this can be done without disclosing proprietary vendor information that is protected from disclosure pursuant to the Freedom of Information Act and other laws and regulations. Companies may make oral presentations to the Government if they choose to do so but oral presentations are not required. This is not a solicitation announcement and no contract will be awarded pursuant to this synopsis. Furthermore, the Government will not pay for information received in response to this synopsis.
