Description
The Department of Health and Human Services intends to negotiate with Gerard Anderson, Baltimore, Maryland, on a sole source basis under the authority of FAR 6.302.1 to award a contract to explore the feasibility of the recommendation, reported to the Secretary, by the last two task forces on Graduate Medical Education to develop a tracking system on the public goods produced by Academic Health Centers and their affiliated teaching hospitals. The objective of the contract is to examine what the most appropriate performance measures are and which are feasible to collect. The contractor will develop specific recommendations on the best strategies to pursue in developing a tracking system related to the performance of the critical mission of Academic Health Centers and affiliated teaching hospitals. Gerard Anderson is uniquely qualified in that he is a leading expert in the field of hospital payment, management, accounting and organization, and a principal designer of Medicare's hospital inpatient prospective payment system. He has already completed research on measuring the financial performance of teaching hospitals affiliated with Academic Health Centers which is a required component of a tracking system linking financial performance measures with mission performance measures. Therefore, he is able to complete this work within the eight (8) month time frame the Department has to make recommendations in this critical area by the second session of the current Congress because he has, in essence, already completed work other contractors would have to perform to link the financial and mission performance measures at the hospital level. Timing is critical because Graduate Medical Education reform is a topic that will have to be addressed as part of the overall medicare reform. The purpose of this synopsis is to determine whether there may be other sources with the requisition qualifications to perform the work described above. Any organization capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirement as described above. No solicitation document is available. Capability statements should be submitted within 45 days of the publication of this synopsis to the contact point and address given above. See Note 22.
