- Description
- The Department of Health and Human Services, Health Resources and Services Administration (HHS, HRSA) intends to negotiate on a sole source basis with the Academy for Health Services Research and Health Policy (the Academy), 1801 K Street, NW, Suite 701-L, Washington, DC, 20036, for the purpose of producing a Report to the Secretary of HHS on the activities and results of 20 State Planning Grant Programs. The estimated period of performance of this requirement is twelve (12) months from the effective date of contract award. The HRSA, Community Access and State Planning Grant Programs (CASPGP) requires an interim and final Report to inform the Secretary, interested individuals and groups, and other States, of the results of State grantee analyses and State options for expanding insurance to cover their uninsured. The Report shall include key elements for each State, but also incorporate the broad range of activities carried out by grantees. Because of the Academy's knowledge of the State Planning grantees, and the depth of its program background, HRSA believes that the Academy is uniquely qualified to complete the analysis of the State reports, and ultimately to produce a combined interim Report within the Congressionally mandated time frame. Furthermore, many Academy staff include personnel who have been working under the State Coverage Initiative, which is a program sponsored by the Robert Wood Johnson Foundation, and carried out by the Academy. This program specifically parallels and overlaps with the SPG Program. HRSA considers that the working relationships developed, and the experience gained by staff providing this technical assistance is essential to the success of this project. The Academy is innately qualified to provide the necessary data and staffing to perform these services, due to prior experience gained in developing the original template for the Reports; and the in-depth knowledge of the States' issues and options on the uninsured gained through SCI work and developing the template. A Justification of Other than Full and Open Competition has been prepared by the Government in accordance with 41, U.S.C. 253(c)(1) B Only one responsible source. Potential sources having the capability to provide these services may demonstrate in writing, their interest and capabilities for performing this requirement. Information should be provided to the attention of Ms. Jan Leahey, at the aforementioned address, citing Solicitation No. HRSA 250-OA-10 (1) within 15 days of the date of publication of this notice. No such solicitation document currently exists; therefore requests for such documents shall be considered an invalid response. See Note 22.
