Description

The Defense Threat Reduction Agency (DTRA) has a requirements to continue the operation of the Site Assessment and Training Center to include: procurement of Russian safety and security equipment, complete vulnerability assessments and site designs at five Russian sites, install security suites of equipment at two Russian installations, and enhance the security at Russian weapons storage sites. To establish these objectives, DTRA intends to award Bechtel National Incorporated (BNI), PO Box 193965 San Francisco, CA 94119-3965, the present incumbent, a new sole source contract not to exceed $70,000,000.00 as a continuation to Contract DTRA01-99-C-0014. BNI is the only source working with the Russian Federation to implement the procurement of safety and security equipment and perform the necessary construction at classified Russian military sites. BNI is the only source capable of fully implementing the appropriate project support for the protection of nuclear weapons within Russia. The estimated effort is a 21-month Indefinite Delivery Indefinite Quantity period of performance with an ordering period of 12 months. As required, BNI will be expected to work side-by-side with DTRA and the Russian Federation who will establish contract priorities. DTRA believes that BNI is the only source possessing the necessary experience to continue this operation in Russia starting 1 July 2001. Any other firm desiring consideration must fully identify its capability to perform this requirement within the time and budget alloted. Note that this procurement is a sole source procurement under SIC Code 8731. See Note 22. (Substitute 15 day proposal receipt period in lieu of 45 day period).
