- Description
- The Internal Revenue Service (IRS) intends to negotiate on a sole source basis under the authority of FAR 6.302-1 for an indefinite-delivery, indefinite-quantity type contract with Unimax Systems Corporation, 430 First Avenue North, Suite 790, Minneapolis, MN 55401. Unimax will provide a centralized management and administration software solution using its COTS 2nd Nature product for the IRS nationwide voice messaging system. The IRS currently has 53 Intuity AUDIX and 18 Octel voice messaging systems networked throughout the United States via TCP/IP connectivity. There are up to 12 system administrators in the Washington, DC area that need access to all the systems and one system administrator at each remote location that needs to administer certain functions. The ten mandatory functional requirements for the mailbox management system are to: (1) create mailboxes supplying ten fields as input (including the system's ID) with others taking the default. For auto attendant type mailboxes, create fields to set the auto attendant button extensions, treatments and comments; (2) modify mailboxes supplying eight fields as input (not including the mailboxes' number). For auto attendant type mailboxes, create fields to modify the auto attendant button extensions, treatments and comments; (3) delete mailboxes; (4) renumber mailboxes; (5) unlock mailboxes/reset passwords; (6) bulk create mailboxes; (7) bulk delete mailboxes; (8) schedule changes; (9) find mailboxes given a name or partial name and (10) find mailboxes across all systems. These functions will be performed using the Unimax 2nd Nature Application Programming Interface (API). 2nd Nature client server licenses and a Faircom Server software license will be acquired along with WWW access for nation-wide system administration. As a result of a market survey, the IRS determined that Unimax_s 2nd Nature is the only COTS product that supports both Avaya Intuity and Octel voice messaging systems. 2nd Nature alone has developed the following feature: For auto attendant type mailboxes, the system administrator can create or modify fields to set the auto attendant button extensions, treatments and comments. This feature increases productivity and enhances system security because it eliminates the need to log onto an Intuity to create or modify these fields on the third page of an auto attendant mailbox. The minimum license requirement is for 2nd Nature licenses for five Intuity systems. The maximum requirement is for an additional 150 licenses of any combination of Intuity and Octel systems. The contractor shall furnish, upon receipt of task or delivery orders, software, documentation, maintenance, system integration, training, technology refreshment, and other services. The maximum contract period of performance, including all options, shall be five years. No solicitation document exists; therefore, requests for such document will be considered non-responsive. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties, other than Unimax Systems Corporation, must provide company and financial information, three last clients for similar systems, and their product_s capabilities to meet all mandatory requirements stated above.
