Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA, intends to procure the following service on a full and open competitive basis. Validation of Navy air defense and air defense related threat simulations, models and actual threat weapons systems in support of the Navy Threat/Simulation Validation Program. These threat/actual systems, simulations and models are located at Navy bases, laboratory facilities, Test and Evaluation (T&E) facilities, and training ranges. Navy validation reports are required to contain the DOD approved Standard Validation Criteria and report format. These reports must also be created in accordance with the NAWCWPNS TM7489-3 and must be approved by the Navy Validation Coordinator prior to government acceptance. The contractor shall provide classified technical reports, engineering analysis, documentation and support to the Navy Threat/Simulation Validation Coordinator (NAWCWD), China Lake, CA, in the development of specific Navy threat/simulation validation procedures, compilation and analysis of threat/simulation validation data, and documentation of the results to aid in the production of future threat/simulation validation technical reports. The effort includes threat data collection, simulation data collection, development of threat simulation critical parameters (TSCPs), intelligence data research, reviewing other Navy organizations' or laboratory facilities' validation reports, database updates, operation of the Validation Database, responding to technical inquiries, participation in technical reviews, participation in progress reviews and the development and documentation of Navy validation reports. The contractor will be required to possess or have the ability to obtain a Secret Clearance. This contract will include an organizational conflict of interest clause. Work performed under this contract will be ordered by individual task orders. The NAICS Code is 541330; the size standard is $20,000,000. The Government anticipates the award of a Time and Materials, Indefinite Delivery Indefinite Quantity Task Order Contract. The contract will be for a basic period of three years with two one-year options. The solicitation will be issued on or about 26 April 2001 and will be available through the 2.0 Contracts Competency Home Page at: http://www.nawcwpns.navy.mil/~contract/homepubl.htm.
