- Description
- The DGS will provide programmatic/operation/engineering services, material, equipment, and facilities to support the life cycle management of the DISN. This effort shall include, but shall not be limited to Program Management, Cost/Schedule Management, Financial Management, Systems Engineering, Hardware and Software Management, Test and Evaluation, Manufacturing, Engineering, Logistics, and other services required for DISN support. Small business participation is encouraged, with a significant segment of work included in the partial small business set-aside portion of the solicitation. All work not identified in the small business portion is included in the full and open competition portion of the solicitation. The NAICS being used for the DGS solicitation is 513310 (Telecommunications Networks, Wired). The period of performance for the DGS is for one base year plus four one-year options plus up to four additional Award Term periods. With the increased emphasis on performance and results, performance-based statements of work will be issued resulting in performance-based task orders being issued to the maximum extent possible. All responsible sources may submit a proposal that shall be considered. The solicitation will be released and made available through the DISA Contracting Opportunities web site at http://www.ditco.disa.mil/dcop on 13 April 2001. The capability to browse all solicitations currently posted on the DISA Contracting Opportunities web site is available to all companies without the need to register in the DITCO system. In order to respond to this solicitation over the world wide web, offeror's must obtain a certificate from an Interim External Certificate Authority (IECA). This certificate will allow the web site to verify the identity of the responder. The list of currently approved IEACs and links to their web sites is available at http://www.disa.mil/infosec/pkieca/iecs.html. Offerors may submit a proposal by going to the DISA Contracting Opportunities web site with the web browser that was used to obtain the IECA certificate and will be prompted during the submission process. In addition to the required electronic submission of proposals, each proposal volume required to be submitted shall be submitted as a separate file on CD-ROM. See Note 2.
