- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. The request for quotations (RFQ) solicitation number is RMAST-01-067. 2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. 3. This is a small business set aside. The associated NAICS code is 115310 and small business size standard is $5.0 million. 4. Schedule of Items -- Hydromowing Services ITEM DESCRIPTION QUANTITY UNIT UNIT TOTAL PRICE PRICE 1. Hydromowing Services 450 Hour $__________ $_________ Dolores Rim SPECIFICATIONS FOR FUEL REDUCTION 5. The San Juan National Forest and the BLM San Juan Field Office propose to reduce density of small diameter vegetation in the 1" to 8" DBH. Stubble height of the treated vegetation will be less than 8". Dominate vegetation in the majority of the project units will be Gambles Oak, Pinyon and Juniper trees, with lesser amounts of pine, fir and various brush species. Project area is in Dolores County on BLM land. Size of the project area is approximately 5000 areas. Vegetation shall be reduced to a mulch material with a minimum of 80% of the woody material less than 1" in diameter and 6" long. The mulch shall be scattered evenly across the surface and not remain in piles deeper than 6" deep. Stumps shall be left with a jagged cut to decrease the time of decomposition. All work will be accomplished with a machine mounted, vertical-shaft brush cutting, thinning and shredding machine containing large (flotation type) lugged rubber tires to reduce impact to the ground, and ride over the remaining stumps and mulched vegetation All costs to contractor (such as transportation of equipment and travel by the operator) are to be included in the cost per hour. Contractor will only be paid for the actual number of hours spent hydromowing. Some of the treated areas will be measured, and compared to the number of hours taken to complete the area, to insure that the contractor is staying reasonably close to their anticipated rate of progress. Areas to be treated will be flagged by the Contracting Officer's Representative (COR) and may be in the form of small clear cuts, strips, mosaics, or general thinnings. The evaluation criteria to be used are : 1. Past Performance 2. Anticipated rate of progress 3. Price Hourly cost per hour 4. Public Law 106-291 provides for enhancement of local and small business employment opportunities in rural communities. This may be accomplished by award to a local entity other than a large business, providing employment and training opportunities to people in rural communities, and/or hiring or training a significant percentage of local people to complete the contract. Local is determined by contract location. For this evaluation factor provide the following information: 1. Evidence that offeror is a local entity, if applicable. 2. Planned percentage of contract workforce that will be composed of local rural community residents. 3. Planned number of employees to be trained for contract performance. 4. Planned number of employees to be trained that are local rural community residents. 5. Explanation of how you will accomplish what you have planned and any additional plans to enhance local small business opportunities in rural communities. 7. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (APR 2001), with its offer. Note appropriate AGAR changes. a. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items (May 1999), applies to this acquisition. b. The Contractor must also complete the following provision -- FAR 52.222-70, COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS (JAN 1999)(DEVIATION) (a) The Offeror represents that, if it is subject to the reporting requirements of 38 U.S.C. 4212(d)(i.e., the VETS-100 report required by FAR clause 52.222-37, Employment Reports on Disabled Veterans of the Vietnam Era), it has [ ], has not [ ], submitted the most recent report required by 38 U.S.C. 4212(d). (b) An Offeror who checks "has not" may not be awarded a contract until the required report is filed. 8. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items (FEB 2001), applies to this acquisition. The following paragraph b clauses apply to this project: 3, 5, 7, 8, 11, 12, 13, 14, 15, and 24. The following paragraph c clauses apply to this project: 1, 2, 4. (note: For paragraph 1, the applicable wage rate number is CO 76-1351. This can be obtained from Brenda Oster at 605-673-9322. For paragraph 2 the equivalent classed of service employees and rates for federal hires are as follows: WG-10, $15.68 per hour. 9. No other additional contract requirement(s) or terms and conditions are applicable. 10. No Defense Priorities and Allocations System (DPAS) rating are assigned. 11.
