Description
The Presidio Trust, a Federal government corporation, is soliciting Statements of Qualifications from qualified firms to perform hydrology consulting services. Anticipated projects will include support for the Tennessee Hollow Restoration Project and other natural resources projects on an as-needed basis. The Presidio is a National Park and a National Historic Landmark. Scope of services may include but is not limited to: (a) Hydrogeologic investigations; (b) Surface water flow monitoring and analysis; (c) Water quality monitoring and protection assistance; (d) Hydrologic modeling; (e) Geomorphic, flood hazard, groundwater and surface water data, and historic hydrologic conditions analysis; (f) Creek channel profile evaluation and design; (g) Riparian restoration design; (h) Preparing creek restoration plans and evaluation of alternatives; (i) Designs and specifications for protection and restoration projects; (j) Coordination with other resource management professionals including biologists, ecologists, planners and cultural resource experts; (k) Participation in public workshops and other meetings; and (l) Multidisciplinary data management, analysis and synthesis. Estimated start date August 2001. The Trust anticipates awarding one or more task-order-based contracts with a base term plus option years. Minimum qualifications include: (a) the proposed project team must have at least two years experience working together; (b) each of the following minimum qualifications must be met by at least one member from the proposed team: (1) five years experience in creek restoration including at least two coastal stream restoration projects; (2) ten years experience in developing groundwater/surface water interaction conceptual models and in analytical numerical modeling; (3) five years experience in water quality monitoring and flow monitoring; (4) three years experience in storm water quality improvement recommendations; and (5) knowledge of and experience applying National Park Service policies and natural resources management guidelines for parks and natural areas; and (6) Certificate of Insurance. NOTE: Attendance at the MANDATORY pre-submittal site walk is required in order to submit a Statement of Qualifications; date, time, and location will be stated in the RFQ. Submittals will be evaluated based upon criteria set forth in the Request for Qualifications (RFQ), including but not limited to: (a) Tennessee Hollow Project Approach; (b) Proposed Project Team and Key Personnel; (c) Previous Experience on Relevant Projects; and (d) Demonstrated Project Management Capabilities. This procurement is set aside for competition among Small Business concerns qualified under the criteria and size standards in 13 CFR 121 for NAICS Code 514690 ($5.0 million). The Presidio Trust is a wholly owned federal government corporation and is not subject to the Federal Acquisition Regulation (FAR).
