Description

It is the purpose of this solicitation to secure, on an individual order basis under basic ordering agreements, a variety of services in the natural, environmental, and technical sciences related to ecosystem management for projects primarily on the Beaverhead-Deerlodge, Custer, Gallatin, Helena, and Lewis & Clark National Forests and the North Dakota Prairie Grasslands (East Zone of Montana)with the possibility of individual projects overlapping onto adjacent federal lands. Any Basic Ordering Agreement (BOA) arising from this solicitation shall not obligate the Government to place orders or guarantee minimum orders or require the Contractor to accept an order. Individual orders shall not exceed $100,000. Total orders placed under this solicitation shall not exceed $1,000,000. The agreements will be acitve from date of award through June 30, 2002, with options to renew for two additional one-year periods. The NAICS Code for this project is 541690. The Government will award the contract to the offeror whose offer represents the best value to the Government on the basis of (1) the merits of the offer and (2) the offeror's capability. The Government will determine the merits o feach offer on the basis of (1) its acceptability and (2) its price reasonableness. The Government will assess the capability of each offeror on the basis of the following criteria which are listed in decending order of importance; (1) its organizational experience, (2) its organizational past performance, (3) its understanding of the Government's requireemtns, and (4) its demonstrated ability to comply with instructions. The Government will not access capability on a pass/fail basis, but will use its assissmenets of capability as a basis for comparing offerors to determine best value.
