- Description
- The US Office of Personnel Management intends to negotiate on a sole source basis with Siemans Building Technologies, 11800 Baltimore Avenue, Beltsville, MD, to provide preventative maintenance and repair services on the Siemens Building Technologies System 600 Building Automation System at the Theodore Roosevelt Building. All work shall be provided by technicians and engineers trained and certified by the manufacturer, Siemens Building Technologies. All replacement and upgrade material must be provided by the Siemens Building Technologies factory and be provided with a factory warranty. The contractor will provide the following services: (1) Provide bi-monthly data back-up of all field panels' database and programs and store off-site. (2)Provide quarterly back-up of Apogee server database and store off-site (3) Reload above databases within eight hours upon request by OPM. (4) Provide manufacturer diagnostic maintenance at the manufacturers recommended intervals. The contractor will provide factory recommendations for OPM review prior to first maintenance visit for the following: All DDC field panels; All graphics workstation software; Field panel LAN; Workstation Ethernet. (5) Provide component material and labor replacement for all devices listed under Schedule of Equipment under this contract at no additional charge to OPM. Replacement parts must be certified by the Siemens factory as authorized replacement parts. Contractor shall provide all troubleshooting labor to determine cause of system problems. (6) Provide all upgrades to the Apogee graphics workstation software whenever an upgrade is available from the manufacturer. Provide release notes for each upgrade and a minimum of two (2) hours of training on the content of the upgrade. Provide modification of up to four (4) graphics per year at request of OPM. (7) Upgrade all field panels and the chiller gateway to Apogee firmware during the first year of this contract. Provide a firmware, programming, and labor to convert the field panel database to Apogee. After the upgrade, the contractor is responsible to ensure that all field panels and workstations operate and communicate exactly as they did prior to the upgrade. Contractor shall allocate cost of upgrade over the five year term of the contract. (8) Contractor shall provide twenty-four (24) hour help via telephone (voice) and modem (data) to assist OPM with system problems and to provide software consultation on issues for which OPM has received training. (9) Contractor shall provide onsite response within one business day upon request by OPM for above listed services. (10) Contractor shall provide all account and project management to schedule all corrective and preventative maintenance service calls, meet with OPM once per year to review procedures and quality, and provide all required upgrades and repair parts. OPM intends to award a contract for 1 year with options for 4 additional years. Siemans Building Technologies is the only known provider for these services. This is not a request for competitive proposals. However, all interested parties who believe they meet this requirement are invited to submit in writing, within 30 days of publication of this notice, complete information describing their ability to provide these services. Such information should contain pricing information for providing these services. Infromation received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive requirement. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. See numbered Note 22.
