DESCRIPTION: AIRCRAFT CORROSION PREVENTION CLEANING SERVICES: Contractor shall provide personnel, tools, materials (except those specifically stated as Government furnished), supervision, transportation, project manager, and other items and services necessary to perform Aircraft Corrosion Prevention Cleaning Services for the Dover Air Force Base Clinic. Aircraft to be serviced are C-5 Galaxy cargo aircraft. Performance includes but is not limited to aircraft preparation/reconfiguration, complete aircraft exterior wash, clear water rinse, interior cleaning, underfloor cleaning, aircraft lubrication services and cleaning of components in accordance with the Statement of Work and applicable publications. The contract manager and four additional employees must apply for and receive a secret security clearance upon notification of contract award. The initial contract period shall run from 1 October 2001 through 30 September 2002. Option Year 1 is 1 October 2002 through 30 September 2003. Option Year 2 is 1 October 2003 through 30 September 2004. Option Year 3 is 1 October 2004 through 30 September 2005. Option Year 4 is 1 October 2005 through 30 September 2006. This solicitation is 100% set aside for small business concerns. The Standard Industrial Classification Code (SIC) is 4581 and the small business size standard is $5,000,000 average annual gross revenue for last three fiscal years. In addition to being a small business concern, all prospective offerors must have a commercial and government entity (CAGE) code and be registered with Central Contractor Registration (CCR _ http://ccr2000.com/). Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The government award will be based on _best value_ with the evaluation factors to be set forth in the solicitation. The government reserves the right to award to other than the lowest price. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
